Hazardous Analysis of Critical Control Point (HACCP) program has been adapted extensively by food industry and is currently used in animal production system. One of the key concept in HACCP program is the critical control point (CCP). By controlling one or several CCPs, steps and procedures, hazards in safety of food or feed can be prevented, eliminated or reduced to accepted limits.To implement HACCP, feed manufacturers shall undertake good production criterion. Therefore, producer can easily utilize HACCP documents to establish and operate quality assurance system. This procedures also place a sound base for total quality management. As a new quality assurance system, HACCP is at the preliminary stage of utilization in the feed industry internationally. In China, HACCP is just accepted as a new concept for quality management. By reviewing available information and based on the production experience of Jiuzhoudadi Groups, a relatively complete HACCP management system suitable for large scale feed production plant is established. In this system, the most serious safety issues such as mold counts, Aflatoxin B1 and Pb were enforced in the program and can be used as an effective assurance for feed safety.Based on the long term production experience of Jiuzhoudadi Groups, Good Management of Production (GMP) and Safety Standard of Operation Procedures (SSOP) for Jiuzhoudadi were established in combination with national Feed and Feed Additives Administration Regulations, Feed Industry Standards, and Safety Criterion for Feed Enterprise.By analyzing processing technology in feed production for feed enterprise, numbers of CCPs and HACCP plan tables were established in line with HACCP concepts. Feed production HACCP management system was thereafter established.To verify the practical performance of established HACCP system, index of mold counts, Aflatoxin B1 and Pb were used to investigate feed contamination situation before and after implementation of HACCP program. Three HACCP implemented feed plants and three control plants with similar feed production scales were used in this study from March to August in 2004.72 feed samples were collected from each studied feed plant to test the mold counts. It was found that mold counts in feed plants implementing HACCP reduced from 14.3×103/g to 9.0×103/g, in comparison, mold counts in the control plants were 22.3×103/g and 24.7×103/g for the same period. For Afalatoxin B1, the values in plants implementing HACCP were reduced from 13.7μg/kg to 10.8μg/kg; the values for the control plants were 15.7μg/kg and 17.6μg/kg respectively for the same periods. Pb were reduced from 3.21mg/kg to3.16mg/kg in HACCP implementing plants; however, Pb values were 3.06 mg/kg and 3.26mg/kg for he same periods in the control plants. Based on this data it is indicated that implementation of HACCP in feed plants could significantly reduce mold counts and Aflatoxin B1 in feed products.HACCP are food and feed safety related programs and should be treated as routine quality control or assurance systems. Based on proactive management concept in HACCP program, the important or key points could be effectively controlled in line with production process in case of any production mistakes, i.e., to stop production activities before produced or sales of no-confirmed products. To treat feed production process as one part of food safety assurance program is in line with increasing demand for human living standards. In this study, feed processing procedures were standardized. Based on hazards analysis in feed processing, CCPs were established and the methods for control, verification,documentation and information keeping were discussed. HACCP were established and verified using mold counts and Aflatoxin B1 as a good feed safety control system and can be used as a scientific reference in establishing a safer and more healthy Chinese feed industry.
