Since 1989' s,India' s party politics transformed from one-party system to multi-party cooperation. In this process, Indian National Congress(INC) played a decisive role. In a sense, INC took a dominant position among other parties and pushed the new development of the party politics of India. The process of the rise and fall of INC refracting the development of India party politics, its experience and lessons deserve to research.This paper mainly studies the relation between the INC rise and fall and India party politics development and explores the development trend of India party politics and summarizes the ruling regulation in modern political party. Party politics involves very extensive aspects, so it' s difficult to embrace all its contents. The paper primarily fixes attention on the problem of "what" and " why" of India party politics in different historical stages after its independence.Chapter 1 deals with the factors influencing the development of India party politics. The Indian political party originates in its colony period. In its independence process, INC which played a leading role promoted directly the establishment of the national system. After independence, India began to automate its development of modernization and its party politics also changed with society. The development of the party politics is an objective historical process, a product of many factors such as economy, politics, society interacting mutually, India is no exception. The Indian party politics was transplanted from the west and established on the traditional foundation of its history and culture. The main factors affecting the development of party politics in India contain historical tradition, economic and political development, caste and religion and so on. In spite of their historical objectivity, these factors were also closely related to politics, economy, caste and religious policy of INC.Chapter 2 deals with the rise of INC and the establishment of INC system. This chapter analyzes the first stage of India party politics development after independence. From the point of view of historical development, therise of INC and its overwhelming advantage led to the establishment of INC system. So, in such a period India party politics took on the distinctive characteristics: many parties existing, only one having strong power; a tripartition of the power, ruling by one party; party-state relationship moderating and has severely personal inclination.Chapter 3 deals with the progressive decline of INC and the transition of India political party system. With the decline of INC in a series of crisis, India party politics also transited from INC system to true multiparty system. At that time, India party politics development expressed some characteristics of a transitional period: INC continuously weakening, each political party of India splitting up continuously and combining. The opposition party threatened the ruling party seriously through the joint action, the state governments were ruled by multi-party.Chapter 4 deals with the development of India political party system and INC. In 1989, India has entered the political age of multi-party struggles and communal conflicts. This does not mean that the party politics of India has become a mature multi-party system, but developed from multi-party coalition in power to like the tree legs of a tripod and to polarization. Coalition government has been the main form, INC was no longer the biggest party. Seen from the main parties strength and from the more than ten years' practice of the coalition government system, any party needs to resort to other parties to form a relative balance by means of multi-party competition and interaction. The coalition government system is not only a better choice, but also a tendency in the future.Chapter 5, deals with the theoretical thought of the rise and fall of INC.
