Based on the economic theories and tools of public goods, market failure and government failure, public finance, entrustment-agency, game theory, international trade, rent-seeking and credible commitment, the dissertation makes a comprehensive and systematic analysis of government procurement, including the connotation and scope, size and structure, resource allocation effect, reason of rent-seeking and discriminatory procurement.The main contents of the dissertation are as follows:Chapter One interprets the connotation and boundary of government procurement in the view of market failure and government failure, clarifies the function and states the main contents of government procurement.Chapter Two reviews the historical development of government procurement, government procurement ideas and government procurement institutions and explains the reasons for the institutional evolution of government procurement.Chapter Three clarifies the sizing and structuring and states the reasons for increasing size of government procurement and gives an empirical study on the size and structure of government procurement both in some developed countries and developing countries and in post-reform China.Chapter Four analyzes the resource allocation effect of government procurement spending. As government investment is more elastic than government consumption, government investment is more often used to achieve the government procurement multiplier effect.Chapter Five relates government procurement with international trade and analyzes the economic effect of discriminatory government procurement.Based on the economic theories of rent-seeking and credible commitment, Chapter Six analyzes the rent-seeking problem and suggests on the solving method.Based on the former analysis, Chapter Seven gives suggestions on the improvement of our country's government procurement institution.
