Research On Rent-seeking In Government Procurement In China

With the development of economic globalization,the scale of China's foreign trade is expanding.The government,as the largest consumer in the domestic market,plays an increasingly important role in the national economy.On the one hand,government procurement can form a huge scale effect,which is conducive to reducing procurement costs and improving the use efficiency of financial funds.On the other hand,because of the continuous expansion of government power,government procurement is carried out under the guarantee of power.The process involves complex interests,and the mutual game between the various stakeholders provides a hotbed for rent-seeking activities.Rent-seeking is a kind of non productive activity.It can not create value by itself,but by redistributing wealth to non laborers in the hands of workers,it is a negative economic game.Rent seeking behavior is a common social phenomenon both in developed market economy countries and in transitional countries.In recent years,the rent-seeking activities in procurement have become more and more intense,and all kinds of "price purchase" events have occurred.The rent-seeking behavior in government procurement has caused great waste to the existing social resources,which makes the mechanism of fair competition in the form,and the counterfeit of various defective products is full of the market,which seriously damages the legitimate rights and interests of all the taxpayers.Without effective regulation and regulation,rent seeking behavior will become a malignant tumor that affects economic development and social stability.Therefore,governance of rentseeking behavior in government procurement has become an important task at present.This paper first defines the characteristics,principles,ways and functions of government procurement,and expounds the theory of rent-seeking,principal-agent theory and the theory of contract system governance,which lays a theoretical foundation for the following research.Then,taking the "pirated dictionary" procurement event as an example,this paper expounds the rent-seeking behavior in government procurement,and further analyzes the rent-seeking behavior and the rent-seeking behavior between the subjects during the procurement process.Then it analyzes the causes of rent seeking behavior of government procurement in China.Finally,by drawing on the successful practice of foreign developed countries in government procurement.Then we suggest that we should pay more attention to the management of the budget,establish an omni-directional supervision mechanism,perfect the bidding system,carry out the specialized management of the government procurement and accelerate the process of electronic procurement to prevent the rent-seeking behavior in the government procurement.
