Research On The Coupling Of Ecological Construction And Economic Development In The Minority Areas Of Our Country

Coupling is a physical conception that means a fact in which two or more than two systems or motions influence or unit each other. The ecological construction and economic development have also been coupling, because, on one hand, economic development is an emphasis of modernization in the minority areas, and on the other hand, the characteristics of ecological construction determines the direction of industrial development. Both of them restrict and stimulate each other, and focus on the ecological-economic development, showing a good coupling phenomenon. With the emergence of the problems between the ecological construction and economic development, how to solve such problems has been proposed. In this paper, according to the reality conditions of the minority areas, how to achieve good coupling between ecological construction and economic development has been discussed.The distributions of depressed and vulnerable ecological environment coexist in the minority areas, which are not a good coupling, and there are many problems in it that restrict sustainable development of the areas. In the minority areas, half of the counties are ecology vulnerable, and 47.6% of them are poverty ones. 74% of the ecology vulnerable counties are poverty. In Qing Hai and Ning Xia, of the eight minority nationality provinces, all the ecology vulnerable counties are poverty. So, only is the ecology environment protected and built well, the depressed minority areas can alleviate poverty, which in turn accelerates the benign development of ecology system.The status and reality of ecology and economy in the minority areas have intimidated severely sustainable development of both survive environment and social economy in local areas, or even in the whole national area. It is not only the local problem needed solving urgently by local government to improve ecological environment and develop economy, but also active demand for the fully well-off society construction and sustainable development of China. It is a key task that attracts the whole nation's attention how to sustain ecological system in good circulation, while speeding up local economic development.The research on the coupling of the ecological construction and economic development belongs to marginal and crossed research field, and few special discussions of it have been published. However, some relative studies can be seen in some books on Nationalistic Economics, Ecological Economics, Development Economics, Regional Economics, and Theory of Sustainable Development. The difficulty of the research shows both the complex of study of the minority areas and the extensity of research field of the coupling of ecological construction and economic development.Accordingly, from the view of development demand of the minority areas, the history and developmental trend of the ecological construction and economic development has been analyzed to determine its research direction; from the relationship between ecological degeneration and undeveloped economy, to hold the advantageous and disadvantageous factors;from the interrelationship between them, to propose corresponding internal or external advices and countermeasures to improve the good circulation of ecological economy.The main contents of this paper are: (1) With the analysis of the coupling of ecological construction and economic development in the minority areas and the review of its research at home and abroad, determining its research direction and cut-in point; (2) According to the reality of the ecological construction and economic development in the minority areas, discussing the relationship and finding out the disadvantageous factors; (3) According to the real cases in different areas, seeking out different administration patterns; (4) In order to make the ecological construction and economic development coupled well in the minority areas, suggesting that circular economy, ecological industry and service economy would be benefit to local economy; (5) On the basis of the summarization of the real status of ecology and economy in the minority areas, pointing out that it is not enough for the local government to make the ecological construction and economic development coupled well, the national government should constitute corresponding policies and measures to accelerate its development efficiently.The point of this study is, from the view of the ecological economics, the research of the coexistensive mechanism of the coupling of ecological construction and economic development in the minority areas, and the emphasis of the organically coupling and interrelations between them. Because of the urgency of the ecological environment degeneration and the lag of the economic development, the real status between ecological construction and economic development has been analyzed and the coupling relations between them has also been illuminated by plenty of facts and data. The coupling system of ecological construction and economic development in the minority areas has been studied as a whole system by many scientific methods, which would be useful to find a way to develop local ecology and economy harmoniously, to provide scientific basis and suggestions for decision-making to get rid of the double difficulties of the ecology degeneration and economy laggard.
