Taiwan issue is the central of China's interest, and also consists the critical part of US global and especially the Asia-Pacific strategy. Thus the study of US global strategy, especially the change of Asia-Pacific strategy at the post-Cold-War ear, is of great importance to the theoretical and decision making analysis of China-US relations and Cross straits relations. In this paper, the author focuses carefully on the recent changes of Taiwan political and economic status, which have a central role in the US adjustments of US-Taiwan relations, and speed up the interaction among both sides of the straits. This approach has made the paper highly applicable to the status quo.Apart from introduction and conclusion, the paper is formed by five chapters. Chapter 1 first probes into the changes of US global strategy at the post-Cold-War ear, and mainly discusses the status of global economic integration and its impact on present international relations. Then it elaborates to the trend of multi-polar development and the formation of the order of "one super power, many strong players", and the reconstruction of international politics, economic order at the post-Cold-War era. Based on such background, the US made corresponding adjustment to its global strategy, presented the strategy of "World New Order" under US leadership.Chapter 2 mainly discusses the implementation and the restraints of US global strategy at the post-Cold-War ear. The main content includes the East Asia strategy of US global strategy under different administration at the post-Cold-War ear. The detailed explanation has been made for the military alliances established by US in East Asia, China's position in the US East Asia Strategy, and the development of China-US relations. The Paper then proceeds to the analysis of position of Taiwan in US global and regional strategic concern, and the political bottom line of US-Taiwan relations.Chapter 3 analysis the development of US-Taiwan relations at the post-Cold-War ear from political, economic, and military perspectives.Chapter 4 mainly analysis the transformation of decision making process of US foreign policy at the post-Cold -War ear, and its impact on US-Taiwan relations. The paper focuses extensively on impact of "Bi-party system", "the confrontation between the White House and the Congress" at the post-Cold-War ear, and Taiwan's lobby to the US decision making process on Taiwan affairs. The aftermath of such impact to the US-Taiwan relations is also well covered. The paper also presents a comprehensive analysis on Lee Teng-hui's Cornell visit and the cross-straits disturbance between 1995 and 1996. In chapter 5, based on the future development of US-Taiwan relations and the bilateral relations of China and Taiwan, the author provides his observation for China's possible counter-measures.
