Chinese society has been experiencing economical polarization and severe social inequality since its social transformation in the 1990s. Chinese scholars have carried out widespread researches from different disciplinary views. This article chooses the policy-based social exclusion during the transformation period of China for analysis and research, intending to reveal the negative effects of public policy as an important tool of governmental administration. Emphatically, we are not denying the important nature of public policy as a tool for social integration. In all, our research is both a study of western researches in social exclusion and a theoretical response to the building of a harmonious society in China.Many important achievements have been reached in the study of social exclusion by scholars from all over the world, such as the"culture adaptation theory", the"Culture capitalism", the"theory of division in labor market", the"political competition theory", the"paradox of welfare", the"conflict theory"and the"Network theory", etc. However, these theories have more or less shortcomings because of their limited apprehension to the concept of social exclusion from the viewpoints on labor market, consumption market, social...
