Corruption has natural connection with the public power. Its essence is the degeneration of the public power with the intention of seeking personal profit. Through the investigating, contrasting and analyzing to the relevant legislation of China, foreign countries and international organizations, the author holds that various countries and international organizations have quite different expressions of the content of"corrupt crime", but they generally believe that the behaviors of abusing the public power or deviating from the public duties should all belong to the category of the power corruption, and would constitute the corrupt crimes when the behaviors of corruption have certain harmfulness to society and violate the relevant criminal laws. It is really the normality that the innovations in the patterns of corruption always follow the social development closely. Therefore, the definition of the corrupt behaviors is open rather than closed. Research on corruption and the corrupt crime should stand on the angle of idealism, bring the corrupt behaviors that have certain harmfulness into the category of the corrupt crime in time, and make a classification of them. The corrupt crime is a very complicated social concern, its a great deal of questions need to be solved in various of social science subjects, especially the legal philosophy, jurisprudence, criminal jurisprudence and criminology, etc.
