The Investigation Report On Corruption Crime Of Zhu Madian Municipality In 2006

Since 1990s, the crime of corruption and bribe has become an important issue focused by the whole world, and the corruption behavior mainly demonstrated by bribe has also become the biggest enemy of all the governments. Chinese government always pays great attention to the struggle against corruption and has obtained certain achievements in this regard. But various statistics show that the number of corruption crime has been on the gradual increase in recent years. And the number of big corruption case , which is an important index measuring the seriousness of corruption crime, has also been climbing gradually. The frequent occurrence of corruption crime enormously hampers the social justice, impedes the economic development, damages the politic transparency and also lowers the prestige of Communist Party and government in people's mind. As a result, to study the crime of corruption and bribe and to find a feasible solution to prevent and control this kind of crime is still a very important and imperative subject. This dissertation adheres to the principle of dialectical materialism and sticks to the spirit of scientific research. Through the deep investigation of all the corruption cases prosecuted by the office of the public prosecutor in Zhu madian in 2006 and after analyzing the features and causes of the cases, this dissertation provides the concrete measures to prevent and control corruption crime.The whole article is composed of three parts. The first part is the analysis of the current situation of corruption crime in Zhu madian. In order to understand the causes and features of corruption crime and find a workable measure to prevent and reduce the frequent occurrence of this crime, based on the information provided by the office of the public prosecutor in Zhu madian , from the aspect of the character, amount, form, area and the method of corruption crime, this dissertation analyzes in depth the major characteristics demonstrated by the corruption crime case happening in Zhu madian in 2006.The second part illustrates the causes of the corruption crime in Zhu madian. For the purpose of finding a workable solution to prevent and control corruption crime, based on the fore-mentioned investigation and integrated with the local situation, this dissertation analyzes the cause this kind of crime from the aspect of ideology, economy, institution and the extent of administration.The third part involves the prevention and containment of corruption crime. Through the conclusion based on the analysis, causes, features of corruption crime provided by the first two chapters, combined with the research achievement related to the prevention and control of corruption crime in criminal law field, this dissertation proposes several methods and solutions respectively to deal with the problem of corruption crime. The first is to strengthen the education in ethics and morality to eliminate the inner cause of corruption crime; the second is to actively promote the reform of civil servant system and establish the behavior code of civil servant; the third is to make various regulations and institutions perfect to reduce the legal flaws leading to the corruption crime; the forth is to continuously propel the opening system of political affairs and strengthen the supervision of mass-media; the fifth is to improve the criminal regulations and strictly implement the legal regulation to severely crack down the corruption crime.
