The research report consists mainly of four parts. First, on the base of study of philosophy of politics in west countries in modern times, the report points and testifies the idea of publicity in west society in modern times is a kind of passive idea of publicity. That is to say, government should play a role of "person of keeping watch at night" in order to make people's rights and benefit not to be interfered. Second, this report points and testifies that there is a turn from the dominant status of the passive idea of publicity to the mutual controvert between the passive idea of publicity and the positive idea of publicity in modern society since 20 century. The active idea of publicity advocates government should make profit actively for people having the aim of public power or making use of public resources. However, some departments in government, some groups or individuals invade and occupy people's rights making use of public activities. That makes the publicity eroded by self-interest. The modern governments fall into the. perplexity of publicity. Third, the report studies the profitable enlightenment of Communitarianism which gets that by analyses the reason of the perplexity of publicity. At last, on the base of insisting on Marxism theory of citizen society, the report points and testifies reconstructing spirit of public profession and public profession culture is one of the important ways of solving the perplexity of publicity.The report tries to solve following difficult problems:1. Divides the idea of publicity into passive idea of publicity and active idea of publicity.2. The perplexity of publicity of modern government is complex problem that contains many links.3. Reconstructing the idea of publicity of modern government must be on the base of active realism that surpassing romantic idealism.
