This dissertation makes special investigation on the history process of Chinese crime legal system evolvement during the period of the first half of the 20th centuries, as well as on the development and regulations of "Norm, Value" in crime legal punishment at that period. The purpose of the dissertation is to explain that the increase of "equal right" and the decrease of "privilege" is the characteristic of crime legal system change, and to clarify the relevancy of 'right and interests change' and 'crime legal punishment' transfer though the description of the crime legal system development in modern history and the reveal its characteristic. The author aims to make some cushion for the theoretic research on legal system modernization by discussing his knowledge of the process.The transformation of modern crime legal system can be traced back to the beginning of the 20th century. The reason caused that reformation is because the Chinese imperialistic legal system could not solve the problems of the internal revolt and foreign invasion. This led to the national crisis, the decline of imperial power and the criticizing of traditional despotic crime legal system. The Qing Dynasty government had to concede to protect their regime by introducing forms of modern legal system and related values.
