This paper is a comprehensive and systematic academic study on police power. It copes with the research project by the way of keeping some vital issues in mind. For instance, the mission of academic research is to review the content of law, to criticize the current systems and to build a good system. However, the research can not always stay in levels of making minor repairs or countermeasures but it should build a better system on the basis of enough related information. And in-depth research Under the guidance of such an experience, the author has chosen police as an academic research targets. Generally speaking, this paper is descriptive and normative in nature. It is descriptive, because it will give brief but complete description on the running of police power. It is normative, because this study is rooted from deeper theoretical background, the development of administrative law, as well as a number of administrative changes in the trend of "revaluation".In structure, the paper is concluded from six chapters and a summary. The author is aiming to expound and prone the trends and specific systematical measures for the systematization of the police power, under the background of the evolving times and mechanism, through the analyses on the police power, which is form in the aspects of the existence legitimacy the internal and external structures, the contents and the goal to control.The 1st part, the author proposes and clarifies a few basic concepts and the right framework. then, the author propose a framework of in-depth analysis which includes next:...
