Because of the power incommensurateness between the state and the society in the present stage of China,the power of the state is predominated absolutely over that of the society,the author of this paper suggest that the state get out of the grass-roots society. As a matter of fact,the society and the state of china have the same value object or basic tropism,the organization of the grass-roots society will help realizing their same object.The growing of the power of the grass-roots society will aid to the economic development and political stability of the state.As far as Chinese rural society is concerned,the schlors have thefellow felling------the peasents should have their own organization, whichis the organization or uinion main consist of peasants,and is established by peasants spontaneously or by the help of the government.Which organization is the most necessary and important for Chinese peasants?The author of this paper think it must be the multipurpose and multifunctional Farmers' Association.This paper base on the author's field work of the Luchu Township Farmers' Association,Taoyuan County,Taiwan.The Luchu Township Fanners' Association has four critical departments:the Promotion Department, the Finance Department, the Insurance Department and the Supply and Marketing Department. The Promotion Department and theFinance Department are the "hands"of the Farmers' Association,it is just through these "hands" that the Farmers' Association take its effect in the rural area. The Finance Department is the "heart" of the Farmers' Association,more than 95% of the annual surplus of the Farmers' Association grow from the Finance Department. The main services the Insurance Department provide are peasants insurance and domestic animals insurance,which are lossmaking services for the department but are very important services for the peasants.Because of the profound historical relation between the Taiwan Farmers' Association n and the Japanese Peasants' Union,the author make a comparison between the two Peasants' Union in this paper. The author think that the Japanese Peasants' Union is more geared to the high-modern society.In order to help readers recognize our Chinese society more clearly,the anthor also make comparison between the Taiwan Peasants' Union and the Villager Committee of China mainland.They are entirely different in the nature,character,operate mode and function.In the epilogue of this paper,the author appeal for establishing the Farmers' Association of China Mailand,since more and more peasants have this urgent request in their rurality.All in all,the conclusion of this research paper are four points:firstly,we should establish our own Farmers' Association of Chinamainland.Secondly,We should establish our own Farmers' Association of China as far as possible.Thirdly,the Farmers' Association should be guaranteed by the law and be surported by the government.Fourthly,we should guarantee the Farmers' Association is peasants owned, peasants governed and peasants enjoyed.
