The Basis And Approaches For Reconstructing Chinese Peasant's Association

This article supports the claim butputting more emphasis on the realistic basis of the farmers'association reconstructionin the new historical background and the feasible path of the reconstructive actions cancarry out effectively.Rebuild the farmers'association have no lack of academic and political basis, itconform to the outlook of Marx's right and interest of farmers and the socialdevelopment, it coincide with our party's consistent view and policy about the farmer,it also consistent with the inner requirements of the modern civil society theory. At thesame time, rebuild the farmers'association is also an objective requirement of ourcounty's social development. It is a need of ease rural's contradiction and perfect thefarmers'interest of expression mechanism and the process of making a policy inrural, it is also a need to guide the farmers'organization developed healthy. Peasant,countryside and agriculture can not avoided because China is still a country of farmersas the main population and in a period of social transition. We must rebuild thefarmers'association to solve these problems and change the vulnerable status offarmers in interest expression and social competition.The target of build farmers'association should be ideal, but the reconstructionmust start from the problem that is the most needed and possibly to be solved. Thisaction should carry out progressively. Firstly, new farmers'association must bereasonable when define the quality and the location, it should not be a clone oftraditional revolution farmers'association but should be a social group which havepolitical participation and social construction function; Secondly, the reconstructioncan not only rely on a basic route that farmers themselves from bottom to top and frominside to outside, it still need to be recognized by the whole society from out to inner,it especially need the guide and support of our party and government from top to down;Thirdly, the providers of key supporting measures for reconstruction are neitherfarmers nor the social forces but the Communist Party of China and government.
