A Study On Historical Experience Of CCP In Recognizing And Handing The Problem Of Development

The Chinese Communist Party (CCP) is a party who attachesgreat importance to and is expert at summarizing its historicalexperience, which is an excellent tradition and is also a politicaladvantage of our party. The viewpoint of scientific development is atheoretical result in summing up the historical experience ofrecognizing and dealing with development problems in the course ofleading our country in its socialist modernization construction. Thearticle concludes that "what is development, why do we needdevelopment and how to promote it" is a fundamental clue of ourparty in recognizing and dealing with development problems. Theoverall development of human being is the starting point as well as thefinishing line of our party in recognizing and dealing withdevelopment problems, and it is also the logic starting point in furthersummarizing the historical experience of recognizing and dealing withdevelopment problems of CCP. Based on such understanding, thearticle tries to start the study of this subject from three ranges and nineaspects.The problem of "What is development" is a chief andfundamental problem in recognizing and dealing with developmentproblems. Solving this problem can provide theoretical guidance toother development problems and at the meantime influences theirlogic and way of thinking as well as their ways out. The problem of"What is development" includes two parts: one is the essential innerpart, the nature of development; the other is the outer part, the targetof development. The first chapter of this article is historical inspectand summary of the CCP members in different historical periods. Asis repeatedly proved by history, the essence of the scientificdevelopment of human-oriented is what our party must hold tightly when promoting social development. The second chapter gives adetailed analysis to the historical experience of CCP in recognizingand dealing with development problem, and it proves sufficiently thatthe overall development is not only the target of scientificdevelopment, but also the final goal of CCP in promoting socialdevelopment.The essence of the problem of "why do we need development"is to discuss the value of development. As value is connected with aproper development entity, the answer to this problem lies in twoaspects. First, we must make clear what development entity is, andthen we should know the value criteria of development. The thirdchapter of the article makes a comparative analysis of developmententity theory of the three leading groups in China under differenthistorical backgrounds. In the new historical period, the centralleading group with Hu Jintao as the key leader emphasizes repeatedlythat we must persist in the thought of development for the people, bythe people and people sharing development results. This is theinevitable conclusion of our party in summarizing the historicalexperience of recognizing and dealing with development entityproblem. The fourth chapter is focus on the historical experience ofour party in recognizing and dealing with the value of development.On account of different historical tasks, the three leading groups ofour party have given different orientations to the problem ofdevelopment from different perspectives. But no matter how they givetheir orientation, they have persisted in realizing, maintaining anddeveloping the fundamental interests of the broadest masses, and thisis just where our party wants to go in promoting social development.After we have answered the questions of "What is development"and "why do we need development", we will inevitably give ascientific answer to the question of "how to promote development". Inthis article, we have conducted a deep research and have reached good results on the historical contributions of CCP, concerning the problemof "how to promote development" from the five aspects of ways ofdevelopment, development periods, development power, developmentenvironment and development strategies. These historicalcontributions provide valuable historical experience for us to carry outscientific development thoroughly and develop more quickly andbetter.Chapter five is about the problem of ways of development. Onthe ways of development of contemporary China, the CCP membershave conducted painstaking but successful explorations. From theestablishment of the socialist road of Mao Zedong to the building ofsocialist modernization road with Chinese characteristics of DengXiaoping, and further to brand new design of the industrializationroad in the new period, the exploration of the three leading groups ofCCP is carried on from three perspectives: the first leading groupfocused on the choice of roads in social systems, the second leadinggroup focused on the settlement of ways of development in systemorganization, whereas the third leading group centered on theanswering of the question of our specific model of developmentroads.Chapter six is about the periods of development. The problemof socialist development periods is a big problem in scientific socialisttheories. The recognition of socialist development periods has alsoexperienced a tortuous period of development. The first leading groupwith Mao Zedong as the key leader put forward a general assumption.However, they didn't solve the problem successfully. The difficultproblem throughout the century didn't settle until the appearance ofDeng Xiaoping's primary-period socialist theories. And this theorygot to a stage of new development after the third leading group cameinto power.Chapter seven is about the problem of development power. The third leading group of CCP experienced rough and tortuous periods,but gained success eventually. They developed with the times,innovated and gave historical contributions to the answer to theproblem of development power in different ranges.Chapter eight is about the problem of development environment.The idea of peace and peace is valuable are the value conception andideal pursuit of the Chinese people for thousands of years.Harmonious idea is always a scientific idea of CCP in establishing apeaceful and harmonious environment at home and an everlastingpeaceful international environment.Chapter nine is deals with development strategies. After thefounding of the new China, and in the course of exploring China'smodernization road, our party and government has put forward andcarried out different social development strategies successivelyaccording to different requirements in different periods. This articleanalyzes specific characteristics in each development period from theaspects of historical backgrounds, directing theories, targets and tasksand practice effects etc., among which there is successful experienceas well as lessons resulted from mistakes.The historical experience of the above three ranges and nineaspects confirm each other and complement each other, and togetherthey construct the knowledge of the regularity of our party concerningthe problem of development, which lays the foundation of the theoryof scientific development.
