The main contents are as follows.After systematically summarizing the theoretical achievements in the relationships between the science/technology and the combat force in history, it has been pointed out that the combat system is a complex one considering the existing problems and flaws, and should be analyzed by use of the complex system science.The validity of the theory named as "science and technology is the primary combat force" has been thoroughly and systematically demonstrated in the following three points.Firstly, by using plenty of practical materials, the promotion impact of the advance of science and technology to the development of the factors of combat force system has been expatiated from the explicit characteristics, and it can be concluded that the science and technology has the impact of the "first promote power" to the combat force.Secondly, according to the order parameter theory of synergetic science, the principles of the science and technology taking the first place in the evolution of combat forcer system has been demonstrated from the inner mechanism, and it leads to the conclusion that the science and technology is the order parameter in the combat force system.Thirdly, by the building up of the "four parameter" model and mathematical models of the information combat force system, contribution rates of science and technology in army information combat force improvement has been calculated. Served as the fundamental approach to promote the army combat force, the design can be used as the theoretical and practical guideline in building powerful combat force of our army in the information time.
