Highly developed science and technology will make the country as well as the military to be stronger.The innovative science and technology will push forward the construction of national defense and military,which is necessary for China to meet the challenges brought by the changing world and transformation of China's military.On the basis of evolutionary economics,combing the theory of adaptability,complex system,and dissipative structure,this dissertation regards the national defense science and technology synergetic innovation as a non-linear,dynamic and multi-layered complicated innovation system.In accordance with the evolution of novelty in evolutionary economics,this dissertation divides the process of national defense science and technology into three corresponding phases,the first one is the research and development phase,the second one is technology transfer and the third one is the structural change of national defense science and technology innovation synergetic system.Beyond the hypothesis of rational economic man in mainstream economics theory,this dissertation regards the main participators as limited rational individuals who always make their decision in groups.On this basis,an evolutionary game model is established by conducting the practical examples into empirical analysis.By establishing an evolutionary game model and performing simulation analysis,this dissertation makes a quantitative research focusing on the strategic choices and cooperation methods of the participants in various stages of the national science and defense technology synergetic innovation activities.By analyzing in-depth on the characteristics of the national defense science and technology synergetic innovation subjects in each phase,discussing the causes,motivations and methods of the synergetic innovation,the author tries to find out effective ways to achieve the balance of the innovation system and proposes several suggestions to the practice.The main work and innovations of this dissertation are as follows:First of all,this dissertation combines the evolutionary economics with the study of national defense science and technology innovation.Evolutionary economics provides an epistemological and methodological basis for analyzing the causes,motivations,and development strategies of synergetic innovation activities.Based on the evolutionary economics,this dissertation puts the practice of synergetic innovation onto a theoretical level.Taking the novelty as a clue,the author divides the complected national defense science and technology synergetic innovation into three connected phases.Then,the author systematically sorts out the nature and connotation of the synergetic innovation.Secondly,in the phase of technology research and development,by analyzing the evolutionary characteristics of synergetic innovation activities,the author constructs an evolutionary game model of the strategic selection.Also,it takes the collaborative research and development practice between AVIC and company X to develop 3D printing equipment as an example to do empirical analysis.Eventually,it concludes that,it is necessary to develop highly integrated dual-use technologies by synergetic innovation.For the research and development of professional and specific technologies,professional research teams are essential.Thirdly,in the phase of technology transfer,the author discusses the roles of technology itself,technology suppliers and technology demands.Also,the author establishes second-order and third-order replicated dynamic evolutionary game models.Taking the collaboration of Sany Heavy Industry Co.Ltd and National University of Defense Technology as an example,the author empirically analyzes the mentioned evolutionary game model and discusses the main affected factors in technology transfer.Then,the author mathematically proves the analytical solution of a special type of replicated dynamic third-order evolutionary game model and its stability conditions,which finds a new application of dynamic evolution game models in economics.Fourthly,in the phase of structural change,the author finds out that the re-adaptation of innovation elements to new changes and the re-equilibrium of the innovation system through spontaneous adjustment are main evolutionary principles of structural change.By constructing a three-party replication dynamic evolution game model and analyzing the practice of the Hunan Institute of Synergetic Innovation Research Institute,it finds that in order to optimize the system structure of national defense science and technology synergetic innovation,it is necessary to establish a compensation mechanism to encourage the enthusiasm of innovators.Also,it is necessary to establish evaluation and demonstration mechanism to improve pre-examination and post-monitoring of synergetic innovation activities.Besides,it is important to build a selection mechanism by expanding access channels,improving the competition mechanism,and selecting outstanding innovators to join in national defense science and technology synergetic innovation activities.
