A Study On Evaluation Approaches For Technology Contribution Rate For System Of Systems Capability

In the new period,military confrontation becomes a system-level form,the combat capability is integrated by the interaction between various systems,which is been occurred through the interactions of the underlying technology elements.In the new tide of revolution in military affairs,the world's major countries are stepping up the pace of military construction.In order to find technologies which contribute greatly to the system,technology contribution rate(TCR)research has come into being.The research of TCR will help decision-makers to solve a series of puzzles such as making decision of technology pre-research and technology assessment.Its method has important practical significance.There are few comprehensive studies at present on TCR,and the definition of TCR and its education method are not be commonly understood.From the perspective of capability,the article studies the impact of technology on combat capability,and further characterizes the TCR,so as to provide scientific methods and tools for promoting the development of equipment system.Following are the main points:First,the technology description has explored.Using the method of multiple views,technology attributes have been mined,the description of technology has been extended,and the views of the attributes description of equipment and capability,the relationship between technology and equipment,equipment and capability,and technology and capability have been added.This enriches the content of technology description and makes the description easy.Second,the method of key technologies screening is studied.This can help decision-maker to get the initial key technologies which had a great supporting role for the equipment and capability.Because of the large-scale technologies which give support to the capability,the number of technologies needs to be reduced.This can offer more and better suggestions to the decision-makers.Third,a method of TCR evaluation which introduces evidential reasoning is reference to this paper.Because of evidential reasoning contains reasoning information,it is a good solution to the fuzzy relationship data between the technology and capability,so method of evidential reasoning is adopted.Fourth,the method of TCR aggregation is proposed.A number of techniques may be common services in a capability and their TCR must be aggregated,This paper presents corresponding solutions to solving the problem.
