The inner-party democracy in the rural area is not only "experimental field" of the inner-party democracy, but also a "boosters" . Since reform and opening, with the continuous progress of reform of the political system, inner-party democracy and grass-roots democracy has shown a good momentum of development. Correspondingly, the research in theory increases. However, The inner-party democracy in the rural area which is the unite of inner-party democracy and grassroots democracy did not receive sufficient attention and systematic study. It dosen't accommodate to the practice which is doing. The way of democratic development as "inner Party - community,'" + 'grass-roots level - the upper,' " has been proving to conform to basic national conditions of China and the logic situation of political developments. It's of great significance to give more study on the field of rural grassroots democracy within the party.Different experience and enlightenment can be obtained through different viewpoint to observe the rural grass-roots inner-party democracy.It has been proved by the existing research results .This paper study system-deeply of rural grassroots democracy within the party by a grand viewpoint----China's political development in the present age.
