The reform and opening up led by the Party have injected tremendous vigor into the Party, but they have also exposed it to many unprecedented tasks and tests. With the transformation of rural economy and society, the functions of rural primary Party organizations show some new features, and the ways for fulfilling their functions are undergoing profound changes. Since some rural primary Party organizations have fallen somewhat short of the need to deal with the new changes, this leads to performing insufficiently their functions, even a few primary Party organizations are weak and lax, which have not rallied public support. This dissertation is intended to quest for the problem how to fulfill their functions of rural primary Party organizations under this background.This dissertation consists of introduction, text and concluding remarks. The introduction includes the research object, anaylmethod, overview with problem, the innovations, composition and significance of this dissertation, while the text is divided into six chapters.Chapter 1: It is a theoretical analysis on the fulfilling their functions of rural primary Party organizations. The main functions of rural primary Party organizations include the nucleus of leadership which means providing leadership for the work in their localities, service which means serving the people, interest articulation which means reporting on the petitions by the people, interest integration which means keeping relatively independence of each key element of the society, political enrollment which means admitting new Party members and selecting cadres, and political socialization, etc. All these functions have new form under new conditions. As well, it is embodied distinctive features of this age by the connotation and evaluation of the fulfilling their functions of rural primary Party organizations. The elements affecting the fulfillment of their functions, therefore, can be going through changes.Chapter 2: It is about the historical and realistic exploration on the fulfilling their functions of rural primary Party organizations. This chapter, on the view of history, reviews the common feature in different periods for the fulfilling their functions of rural primary Party organizations. The author analyses the current problems and the reasons for the fulfilling their functions of rural primary Party organizations. Then, this part sums up the experiences, both positive and negative, gained by other Party organizations at the primary level in the world.Chapter 3: The leadership of rural primary Party organizations should be carried out with the realization of the conversion from dissociation to focus of the work of the whole Party. That is, the rural primary Party organizations fulfill their functions by way of promoting rural economic and social development. This chapter focuses on exploring the joint point between rural primary Party organizations and economic and social development. The author sets forth that rural primary Party organizations should fulfill their functions through promoting innovation in the rural economic system and organizations, and promote harmony in rural area by developing economy and society, which is the political logic of rural primary Party organizations on leading the economy.Chapter 4: The leadership of rural primary Party organizations should be carried out with the realization of the conversion from intervening administrative routine to correctly fulfilling their functions. In other word, it is about the rural primary Party organizations fulfill their functions by guidance, demonstration and service. In this chapter, it is considered that what is the most important conversion from intervening administrative routine to correctly fulfilling their functions is to change from only educating the people to guiding the people, from directly ordering the people to demonstrating the people, from supervising the people to serving the people. In a word, the aim is to combine the demands of the people and the leadership of primary Party organizations by guidance, demonstration and service, and finally try to unite the people in a self-reliant and pioneering effort to promote the development in rural area.Chapter 5: The leadership of rural primary Party organizations should be carried out with the realization of the conversion from fulfilling their functions only through up-bottom channel which lower organizations are subordinate to the higher organizations to bringing about beneficial interaction between primary Party organizations and other organizations in rural area. This chapter discusses how the rural primary Party organizations strengthen the collaboration with political organizations, autonomous organizations, and all sorts of primary Party organizations under the condition of developing primary-level democracy. Constructing the horizontal operation system on the base of vertical operation system of rural primary Party organizations is good for integrating the leadship of Party, the position of the villagers as masters in rural area, and acting under the law.Chapter 6: Optimizing the entire environment for fulfilling their functions of rural prmiray Party organizations. In this chapter, the indirect way to fulfilling their functions of rural primary Party organizations is explored. That is to say, we should create a sound environment to fulfill their functions of rural primary Party organizations. The environment is made up of outer and inner conditions. Optimizing outer environment, mainly includes reforming administrative system of rural-grass roots, improving the working mechanism named"the activity Co-innovation among three levels"which the Party organizations of county (city not divided into districts) and township and village take concerted action to advance all-roud development of prmiray Party organizations in villages. We also need to improve the safeguard mechanism. Optimizing inner environment, mainly includes strengthening Party building in all respects. Organizitionally, we need to construct a democratic environment with intra-Party which the principal position of Party members can be respected. Institutionally, we need to improve the system for rural primary Party organizations. In strengthening the governance capability, we must put emphasis on bringing up Party members and cadres of quality.
