Since the reform and opening up, private enterprises of china have developed swiftly and violently, and have been the main force of the growth of the national economy. By the end of 2013, the number of registered private enterprises have reached 12.539 million households, the registered capital is 39.3 trillion yuan, the registered capital of the average household has amounted to 3.315 million yuan, employment in private enterprises is 1.25 trillion, which has gone up by about 15.5 percent,26.4 percent,9.4 percent,10.85 percent and 10.85 percent, respectively. The number of registered private enterprises and the growth rate of the registered capital are the highest in recent years, private enterprises are becoming the important territory of employment. Lenin said, We should go and work wherever the masses are. It’s an important task to expand the coverage of party organizations and party work. At present, the important problem faced with the party organizations in private enterprises is guiding the direction of development correctly and uniting worker masses around the party at full steam. Therefore it is the need of guiding healthy development of private enterprises, consolidating the class base of the party ceaselessly, enlarging the masses base of the party to determine functions of party organizations in private enterprises and explore the approach to fulfill functions of party organizations in private enterprises, Compared with the party building in other primary organizations, party building in private enterprises belongs to a new field of party building of primary organizations.
