Social Exclusion And Social Integration: The Welfare Economic Perspective The Phenomenon Of Urban Poor Groups Under Study

Nowadays, no matter developed countries or developing countries, social welfare and related social security policies in these countries are experiencing a process of adjustment and revolution. In Western countries, this social welfare revolution has been called"transaction from welfare countries to social-invest countries". The most important point of the reform is to adjust current social security policies, in order to fit in with changes such as economic globalization, financial costs increase and system transforms, etc. Its ultimate purpose is to elimate city poverty and social exclusion. In most European countries, the function of central government decreases as well as the fucnctions of family, community and market increase. With above-mentioned methods, western welfare countries put most part of its social welfare funds in the needs of city poverty unit.The social security system in our country is experiencing a period of reform and development. It also attracts attention of the international community. Frankly speaking, the revolution of our country's social security system has characteristics of international social security revolution's methods. At present, our country's social welfare system has a few defects and needs adjusting. Especially, in the past our country's city-countryside carved binary system structure put its emphasis on the revolution of state-owned enterprises. As a result, the construction of countryside's social security system has been lagged off for quite a long time. The third Plenary Session of the 16th CPC Central Committee pointed out that our country's social welfare system revolution must insist on the people-oriented principle and set up all round, coordinating and sustainable development viewpoints.Therefore, learn about advanced theories of foreign social welfare systems and draw lessons from European welfare countries'revolution experiences are quite important to our country's welfare system revolution, because it can do a lot to our country's social welfare reforms. Undoubtedly, the reform of our country's social welfare system must coincide with our country's national conditions. Besides, we must understand main characteristics as well as backgrounds of our country's poverty unit. On the basis of sufficient considerations, we can give full scope to market mechanism as well as eliminate the distance between economy development and the gap in wealth. This can be considered as the ultimate purpose of our country's social welfare revolution in the near future. Based on the above mentioned methods, this paper firstly comments theories of welfare triangle and social exclusion, discussing the out of order of welfare triangle under the market economic mechanism. Results of this discussion demonstrate that the ideal welfare triangle theory separated the relationships between country, market and the individual. Besides, excessive dependence on the market mechanism leads to the inferior positions of poverty unit directly. Under the direction of Keynes's state intervention doctrine, take United Kingdom as representative, most European countries seted up welfare pattern from people's birth to their death. In this period, welfare countries managed city poverty unit's ordinary life, taking a re-distribution method of social properties as means.However, this excessively all-round welfare system contributed to people's lazy and serious psycologic dependence on the central government. Besides, after capitalistic economy entered into a process of mild increase, country welfarism was caughted in serious financial crisises due to its excessive financial expenditures. In order to save the country welfarism, Giddens proposed a revolution method which has been called as the third way revolution. This new welfare revolution method puts its emphaisis on the combination of national interferences and limited market adjustments. It also emphasized responsibilities between country, society and the individual. Take this as the point of analysis, this paper comments about European countries'welfare revolution methods as well as city poverty unit problems under the mechanism transaction of our country.By using mechanism factors in the analysis of Evers'ideal welfare triangle, this paper found out that the increase of our country's city poverty unit is due to some elements such as follows: firstly, our country's city-countryside carved binary system structure leaded to the city-oriented social welfare policies; secondly, the introduce of market mechanism to the original socialist system brought about plenty of unemployees, including structural unemployees and systematic umemployees. These unemployed people generally experience social exclusions and ultimately change into city poverty unit members. In specific mechanism sepects, this paper translates ideal welfare triangle into employment system, social welfare system and family system as well. This paper talked about social exclusion and re-excluison phenomena in employment field at the same time. Meanwhile, by using labor market supply-demand model, this paper compared welfare conditions of enterprises, our nation and city poverty unit members before and after our country's mechanism transaction. Results of the model test illustrate that mechanism transaction helps a lot to the welfare improvement of our country as well as to our country's enteriprises, but as members of city poverty unit are concerned, the change of their welfare conditions is not clear. On the basis of above mentioned analysis, this paper proposed that we should set up a new kind of welfare compensation system, which can helps enterpeises to gain its greatest profit under certain limited conditions, as well as assure city poverty unit members'welfare will not decrease due to changes of social mechanism. Setting up of this welfare compensation system can be considered as an improvement method of our country's social welfare mechanism.Under the background of building socialist harmonious society, decrease social exclusions and eltimate social unfair have become the main melody of current times. In order to boost society fusing, at the end of this paper we proposed that social welfare policies'improvement must coincide with our country's economic development. We do have confidence that our country's welfare system can be improved considerably and the city poverty unit problem can be solved effectively. All above mentioned efforts contribute to the setting up of our conntry's new social security frame in the near future.
