On The Ideological Construction Of The CPC

This paper starts from the concept and function of ideology and analyzes the relationship between the construction of the administrative ability of the CPC and the ideological construction against the background of the construction of the administrative ability of the CPC. A brief survey of the ideological construction of the USSR has been performed in this paper and the ideological causes of the great transformation of the USSR have been summarized. Compared with the experience of the USSR, the ideological construction of the western parties in power is undoubtedly successful and their advanced conception and actions are of great referential significance for our CPC. The ideological construction of the CPC zigzags along the road of the socialist construction of China and the present ideological construction is faced with the challenges from globalization, network society and the franchising of different classes. Therefore, the exploration and analysis of the internal mechanism of ideological construction and its institutionalization are of great theoretical significance. The introduction of this paper exposes the reasons of the choice of this topic, its theoretical significance and the core concepts, and the research literature is also sorted. Introduction excluded, this paper consists of four chapters, focusing respectively on the theoretical basis of the ideological construction of the CPC, the relationship between ideological construction and the administrative ability, the ideological investigation of the great transformation of the USSR, the revelation of western ideological construction, the historical and present state of affairs of the ideological construction of the CPC and the institutionalization of the ideological construction of the CPC. Chapter one, survey on the ideological construction. The concept of ideology is the starting point of research on ideological construction. Starting from the concept of ideology, this paper surveys the concept, sources and development of ideology, discusses the theoretical core of Marxist ideology, analyzes the main theoretical schools of ideological theory in foreign countries and their representative viewpoints, and gradually reveals the basis intension of ideological construction. The function of ideology is the basis of ideological construction and it includes maintenance and justification in terms of politics, economization in terms of economy, social integration and shaping, cultural communication and exchange, and conceptual direction in diplomacy. The research on ideological construction is indispensable of theory of political socialization, political theory of communication, learning theory, theory on social mobilization, etc. They are direct theoretical sources of the theory of ideological construction.Chapter two, the relationship between ideological construction and the administrative ability. This chapter focuses on the significance of ideological construction on the improvement of administrative ability. The first part of this chapter discusses the relationship between party leadership and administrative ability of parties. The core of the construction of party is the construction of its administrative ability and this is where the aim and principle of the party lies. The second part analyzes the relationship between ideological construction and administrative ability. The positive significance of ideology on administration is revealed from the perspective of the function of ideology. The third part summarizes the lessons of the great transformation of USSR with as its basis the investigation of the history of the ideological construction of Soviet Party. Relevant thinking concerning the ideological construction of the CPC has also been performed. The fourth part is about the brief summary of the successful experience of western parties in terms of ideological construction and some constructive principles and advices for the ideological construction of the CPC.Chapter three, historical investigation and present state of affairs of the ideological construction of the CPC. This chapter is divided into two parts. The first part investigates the development of the ideological construction of the CPC since the founding of the PRC. The leading group with Mao as the core successfully set up socialist ideology and achieved historical success in terms of ideological construction. However, the emphasis of ideology as the sole focus of our Party and our country led to the departure from the central task of economic construction. The efforts to promote economic development via ideological struggle during the Cultural Revolution were proved basically wrong and the lesson from it should not be forgotten. In the year 1978, our Party initiated the grand discussion of the"standard of truth"within our Party and cleared up the rigescent ideological bondage. In this great debate, the principle of"practice is the sole standard of truth"is recognized and it promotes new life for the ideological construction of the CPC. The Third Plenum of the 11th Central Committee of CPC (1978) initiated the policy of reform and opening up and thus opens up a new chapter for China's construction of modernization. The second part is about the new challenges and characteristics of the ideological construction against the backdrop of globalization, network society and social franchising. With the further development of the reform and opening up, globalization and franchising of classes become the new features of China and the Internet brings about the information society. All these challenge the traditional way and method of ideological education and its validity. Under such circumstance, ways to construct advanced ideology and to promote the circulation of ideology become important and forceful task in terms of the ideological construction of the CPC.Chapter four, institutionalization of the ideological construction. Ideological construction is a difficult and complicated social engineering. From the perspective of state and society, ideological construction and other relevant efforts need institutional construction. Institutionalization is to set up institutions and mechanisms. The construction of advanced mechanisms and institutions of ideological construction is the condition for its scientific and advanced nature. The first part is about the new characteristics of the present ideological construction. The ideology of the present stage manifest features of the coexistence of the unitary and the multiple, the advanced and the franchised, the critical and the constructive, etc. The scientific knowledge and right grasp of these features is a must for ideological construction of China. The second part explores the institutionalization of ideological construction. The internal structure of ideology is focused on and this helps to understand the relationship between the internal factors of ideology and their operation mechanisms. The institutionalization can help explore the laws behind ideological construction in a fundamental sense. The institutionalization of ideological construction can be realized via four mechanisms: 1. the innovative mechanism. To be specific, this is about the insistence and development of Marxist theories and this is the fundamental feature of the advanced ideology of Marxist parties. 2. the learning mechanism. 3. the mechanism of political education of thoughts and ideas. This is an effective method developed in the long history of revolution and construction of our Party. 4. the mechanism of circulation as the internal operation mechanism of ideology. Its core task is to publicize the values, conceptions and ideals in ideology among citizens and to internalize them among them. This is a way to secure the voluntary support of citizens. The institutionalization of ideological construction can only by realized via the above-mentioned four mechanisms. In different levels of ideology, these four mechanisms are interconnected and work via different ways and methods. The third part dwells on specific elucidation of principles, polices and approaches of ideological construction and the discussion of the institutionalization of ideological construction is perform on a practical plane.
