Leading cadres of the party and governments is the party and the country's mainstay as well as the key to the success of socialist modernization, therefore, education and training have always been an important channel of raising the quality and ablilities of Chineese leading cadres. Although the new requirements of strengthening the party's governing ability has arised, the training and education of Chinese leading cadres still remain in the original framework and can not keep up with the requirments. Researches on trainging and education of leading cadres has an important theoretical and practical significance.Study methods including problem resolving, comparative, comprehensive, questionnaire survey, statistics and so on, as well as leading science, management, statistics, political science, education, and other related disciplines knowledge have been employed. Training and education theories, benefit evaluation theories and basic theories of the qualities and abilities of leading cadres have been analyzed..At the beginning, the thesis analyzed the basic principles of the leading cadres' qualities and abilities. Related theories including foreign and native researches have been recapitulated, problems of present theories have been found. In addition, the theories of leading cadres' qualities and abilities from Marxism and the Communist Party of China have been analyzed..After tnat, it turned to the history of China's leading cadres training and its basic models including party schools model, administration colleges model and universities model. Problems in the proceeding have been given a more in-depth study. Analysis of new situations and new trends of native and foreign cadres training have been presented with the analyzing of German Federal Institute of Public Administration, French National School of Administration, Hong Kong and Singapore training institutions.Based on the above, interviews, questionnaires, etc. were conducted to constructe a comprehensive, systematic and dynamic qualities and abilities model of the bureau-level cadres. According to different service locations, job categories and working problems, core qualities and abilities are different.Based on the qualities and abilities model, the author provided an demand-oriented overall training mechanism. The curriculums design, the mechanism of competition and incentive and the training methods were also conducted, which could provide the theoretical basis and guidance to the leading cadres training.For a long time the training of leading cadres cared less the costs and lacked effective assessment of its effect, the author considered the impact of training from the training inputs as well as outputs and established a training performance evaluation system, an analysis system of cost-benefit, which was then put to empirical test. Test results showed that it is useful.In the finality, the improving suggestions of party and government cadres training have been discussed.
