In recent years,with the continuous deepening of education and training of cadres throughout the country,various training institutions have also conducted evaluations of training effectiveness.However,research on the evaluation of self-selected training effectiveness is rare.This paper is based on an analysis of the status quo of the evaluation of the effectiveness of centralized training for self-selected college-level leading cadres in Chuxiong City,then established a training effect evaluation index system based on the four-level evaluation model of Koch by using theories of human capital theory,training transfer theory,Maslow's hierarchy of needs theory,and public sector service performance management theory,and evaluated by the proposed method take Chuxiong City as an example.And then,three suggestions were put forward for improving the evaluation of the effectiveness:standardizing the assessment process,improving the assessment system,and strengthening organizational protection.Among them,the evaluation index system is constructed as the focus of this study,including the following five links:First,by researching for the literature,interviewing some cadre education experts,and questionnaire survey.And there are a total of 38 indicators initially determined for assessing training effectiveness.Secondly,the indicator discriminating ability analysis is performed by calculating the dispersion coefficient of each preliminary indicator,deleting the index with smaller dispersion coefficient,and finally selecting 34 secondary indicators.Thirdly,SPSS statistical software is used to extract 12 principal components from 34 indicators,and principal components are named according to the common features of each component and,classify the 12 common factors as the first-level indicators.Fourth,determine the index weights.First-level indicator weight:Determined by the ratio of the corresponding eigenvalue of the common factor to the total eigenvalue of the common factor;Second level indicator:First perform the KMO test on the factors under each first-level indicator,and then the SPSS statistical analysis software was used to calculate the common between the two indicators under the first-level indicators.The ratio of degrees and the sum of all commonalities and the sum of commonalities is taken as the weight of the corresponding secondary indicators,and a system for assessing the effectiveness of self-selected and concentrated training for the branch-level leading cadres in Chuxiong City is constructed.Finally,taking Chuxiong City as an example,this paper selected a department-level leading cadre to independently conduct a centralized training course for verification.Two surveys were conducted in this session:At the end of the training,the participants were collected from the response layer and the learning layer for assessment data;three months after the completion of the training,the participants were recruited by the participants,direct leaders,colleagues,and the masses.,Result-level assessment data.In the evaluation,the second-level index is calculated from the sample data,and then the first-level index and total score are calculated according to the corresponding weights.Through analysis,it is determined that the training shift in this period is "good".This paper proposed a system for assessing the effectiveness of centralized training for branch-level leading cadres in Chuxiong City through theoretical research and empirical research,and proposed recommendations for training effectiveness evaluation and provided new methods for evaluating the effectiveness of other local cadre education and training.
