China's Urban Ethnic Areas

In the early years after the foundation of the People's Republic of China, the ethnic auonomous areas were also established in some cities and towns when the policis for the ethnic regional autonomy were implemented.Since the first constitution of the People's Republic of China was decreed in 1954,the Communist Party of China and the Chinese government have performed some reform on some ethnic autonomous areas and reconstructed them as ethnic townships or ethnic districts,in order to standardize the system of regional autonomy for ethnic minorities.The nature and rights for the ethnic townships have been defined explicitly in the Constitution and other related laws.However,the nature and rights of the urban ethnic districts haven't been stipulated,which has resulted in the embrassing situatoin that the existance of urban ethnic districts lacks in the legal support.The process of the origination,construction and performance of the urban ethnic districts has shown its differences from the ordinary urban districts, ethnic automnomous districts and ethnic townships.However,it has been playing an important role in maintaining the equal rights for the ethnic groups in the urban compact communities.However,related researches on the urban ethnic regions have been seldom performed by the national ethnic departments and ethnic theorists.And this articul has performed the first systematic research on this field.It can be argued that,the urban ethnic districts and township,as the deriving form of the system of regional autonomy for ethnic minorities were originated from the standardization of the ethnic autonomous region system after the decree of the Constitution of the People' s Republic of China in 1954.The construction and performance of the urban ethnic boroughs, ethnic townships,autonomous regions,autonomous prefectures and autonomous counties(qi) are the political forms and systematic arrangement designed by the Communist Party of China and the Chinese government to solve the domestic ethnic problems.The construction and development of the urban ethnic districts symbolizes that the Communist Party of China and the Chinese government concern highly about the ensurance and realization of the ethnic equal rights for the urban ethnic compact communities,manifests the accurate and profound mastering of the developing rules of the domestic ethnic problems by the Communist Party of China and the Chinese government and also enriches and develops the ethnic theory of the Marxism,as the sinicization of the ethnic theory of the Marxism.In the new era,further researches of the urban ethnic districts can be helpful to expand domains for the theoratical ethnic studies of the Marxism,of enlightening significance for the current researches on the urban ethnic relationship,urban ethnic problems and urban ethnic work,and also brings out some useful methods or enlightments to solve the problems arising in the urbanization of the ethnic autnomous areas,when some autonomous prefectures and autonomous counties will are replaced with municipality.The particularity and practical significance of the urban ethnic districts decides the researching fields of the current thesis,which mainly involves the inner reltionship between the development,consummation of the ethnic region autonomy system and the urban ethnic district,the natures and legal status of the urban ethnic district,social and economic development of the urban ethnic district,comparence of ethnic problems in the urban ethnic districts and those in the urban regions,and the inner relationship between the consummation of the urban ethnic systems and the urbanization of the ethnic regions etc.natures and legal status of the Chinese urban etthnic districts,which are manily focused on for all the researches.The current research has been performed following two intrinsic logic clues:longitudinal manifesting on the historical evolution of the urban ethnic districts and crosswise manifesting on different levels of the urban ethnic districts.The current thesis is composed of five chapters.Chapterâ… ,Historical Evolution of the Chinese Urban Ethnic Dirtricts,which manily discusses the foundation of the systems for the Chinese ethnic regional autonomy,that of the Chinese urban ethnic autonomous regions and their sisgnificance,meanwhile,the prblems about the foundation and change of the urban ethnic boroughs.Chapterâ…¡,Economic Social Development of the Chinese Urban Ethnic Districts,which mainly analyzes the good situation about the economic social development of the urban ethnic boroughs and induces the problems concerning the economic social development of the urban ethnic boroughs.Chapterâ…¢,Ethnic Relation' s Development of the Chinese Urban Ethnic Districts,which mainly summarizes the current state and characteristic about the ethnic rights of the urban ethnic boroughs,discusses the current situation of the ethnic relation,characteristic and developing trends,and also performs the infudction and analysis on the ethnic problems of the urban ethnic boroughs.Chapterâ…£,Natures and Legal Status of the Chinese Urban Ethnic Districts,the core of the current thesis,which mainly proposes that the urban ethnic districts are special municipal districts in nature,focuses on the practical exploration on the natures and its legal status of the urban ethnic districts and also raises the impending problems concerning the urban ethnic districts.Chapterâ…¤,Suggestions and Enlightenments from the Performance of the Chinese Ethnic districts,the conclusion of the current thesis,which mainly sums up the experience and significance of the urban ethnic districts, analysis the enlightenments on the urbanization of the ethnic regions and also those on the ethnic work in the urban ethnic regions.The current thesis has been written based on the following logic clues:the origination of the urban ethnic
