Research On The Function Of Ethnic Solidarity Associations In Chongqing From The Perspective Of Urban Ethnic Affairs Innovation

Chongqing,as the only municipality directly under the Central Government and the new first-tier city in the western region,is an important window for the communication between the western ethnic areas and the mainland.Especially since the construction of Chengdu-Chongqing Twin Cities economic circle,the huge potential of urban development has attracted a large number of ethnic minorities to the city,and various ethnic groups have achieved diversified development in the mutually embedded residential pattern.The collision of different cultural concepts and the expression of multiple interest demands are bound to exist in the process of communication and integration among many ethnic groups.Under such circumstances,ethnic unity associations in Chongqing have played an important role in strengthening communication between ethnic minorities and the government,promoting ethnic unity and progress,preventing and resolving ethnic conflicts,protecting the legitimate rights and interests of ethnic minorities,promoting self-service and self-management of ethnic minorities,and maintaining social harmony,stability and development.The realization of its economic function,social integration function,democracy and legal education function has also made contributions to the ethnic affairs of Chongqing under the new situation.In this paper,the author makes a detailed field investigation on the four most representative ethnic unity associations in the main urban area of Chongqing City,focusing on the practical contents of the four associations over the years,and on the basis of a comparative analysis of the associations,to analyze the organizational structure and working experience of the associations,and to explore the functional impact of the work of the associations in the four different districts of Chongqing in various fields,namely,the realization of urban ethnic poverty alleviation at the economic level,at the social level,it is mainly to promote ethnic exchanges and exchanges in cities,that is,to protect the legitimate rights and interests of people of all ethnic groups and to build a platform for multi-ethnic exchanges At the spiritual and cultural level,it is mainly to establish a strong sense of community of the Chinese nation.On the whole,the formation and development of ethnic unity associations are to a large extent the result of the government’s choice,and the direction of their establishment and development is determined by the government’s policy objectives,both in terms of administrative management and political development,associations need to promote the legitimacy of the basis of the government,the realization of government functions.Compared with more formal government services with more procedures,community services are more accessible.Therefore,although associations can get more resources if they actively move towards the public authorities,their influence will also increase accordingly,but if the associations and the public authorities form a fairly close bond,even if it becomes a subsystem of the public authority,it will restrict the function of the community in the process of social integration,resource allocation and public participation in public policy,it is impossible to innovate the system and mechanism of urban ethnic affairs and improve the ability of urban ethnic affairs governance.The problems of development resources,function limitation and platform construction faced by the four associations in the study are more or less related to these problems,and the solution of these problems will be a long and complicated process,it needs the persistent joint efforts of the state,social organizations and society to make Ethnic Unity-type social organizations better serve the transformation of urban ethnic affairs in the new era and establish a strong sense of community of the Chinese nation in cities.
