This article, from the angle of regional economic theory, deals with the goal task, legal basis, system structure and enforcement methods of Russian regional economic policies in different times, and points out the position and the role of the regional economic policies in Russia's national development strategies. As a typical region in unbalanced development, the Russian east area is a main target that the regional economic policies in different times have acted on. Analyzing the regional economic policies, the article takes this region as a case study to assess the effect of the regional economic policies in the area and to indicate that the national adjusting function is one of the effective methods for narrowing down the gap between Russian regions and realizing regional economic development. The regional economic development programs are the primary tools for Russia carrying out the regional economic policies in the area.
