Modern System Of Government Under The Perspective Of Constitutional Theory Study

The government of a country always plays an important role, more important than other social organizations, in political, economic and social field, because of the power that it holds. Meanwhile, there still exist a potential risk that the government has strong power may lead to some violations of civil rights. Therefore, the people continuously research and seek the effective ways to control the power that government has in order to keep the image of the government, and make it possible to hope that government can bring bright future for all the people.It takes a long time to deeply recognize the political and legal position of a government. During this process, people have already gained a lot of intelligences of politics of government. It has great changes from non-action (or negative) government to positive government. People think that government should take more effects with high level under the rules, and provide the fair orders for all the people, improve the level of happy index for society. However, if we want to reach this goal, it will be not enough to rely on the government only, but also to build effective institutions of Constitutionalism. Government institution is circulated under the Constitutionalism system. Actually, every country has faced or will face the same problem that the government institution must keep the pace of the development of politics, economics and society.Government institution has important position in the system of constitutionalism of nation. Because a government has the power that it can arrange all kind of political resources in a society. The government is the main subject to keep a stable order within every political system, but it is clear that the government system should have a coordinated relationship with other institutions so as to have more positive influence.If we want to have a clear idea of the modern system of government, we must do an insight research on it, Such as the conception, the relationship with Constitutionalism, the way to construct, the traditional and modern problems which we must encounter, particular routes that we must obey, and so on. Especially at present, Chinese government should confront many social issues, and some of them may be urgent and complex in the process from tradition to modern.Based on the constitutionalism theory and its practice, this paper will analyze the concept of modern government system, and propose a basic structure of modern government system. The paper is composed of five chapters. The first chapter is about the conception of constitutionalism. The second chapter discusses the theory of modern government. The third chapter talks about the relationship between the constitutionalism and modern government system. The fourth chapter focuses on the obstacles when establishing the modern government system. The fifth chapter mainly tries to design the structure of modern government system.To use my own terms, of central importance to this paper, modern government system has a lot of features, which requires us to devote more efforts into it, and then we can find out its advantages and disadvantages. Only following the procedure, we may know how to change the system in order to accord with the present need. By learning from the successful experiences of the constitutionalism in other countries, we can obtain a fundamental principle that the modern government system should base on domestic conditions. In this way the best government for us will turn up. And we can also recognize that the government should face the problem of modernization in the institutional system consistently. Therefore, this topic is worth to discuss all the time for the researchers of political science.
