Historical Survey Of The Party's Governance

The passage is organized under the joint guide of Marxism, Mao Zedong Thought and the Socialism Theory System with Chinese characteristics ,aiming to summarize the basic experience and pursuit the historical reasons and basis on which the Communist Party of China (CPC) transform its governance method setting in a new century and a new stage of development. All of these are done on the basis of searching the development process of the governance method of the CPC in an all around way, with the aim of offering experience and knowledge on governance in a new century in the author's mind.At the new times, on the basis of summarize experience and lessons on governance with constant innovation ,combining the theory of Marxism with the fact of China's opening-up, the CPC has made historical breakthrough in governance method twice. The first one happened during the Third Plenary Session of the Eleventh Central Committee of the CPC and The 13th NPCC, when there was a great change in the "only one " leadership. That is to say, the Party has the highest power. After that, the division on the power between the Party and the government came true, making the Party escape from all the tiny things and gain space to control the country from a bird view. The other one happened from Forth Plenary Session of the Thirteenth Central Committee of the CPC till now. The third generation of the leaders of the CPC makes a further exploration in the way of reforming and improving the governance method. Having searched and summarized a series of important fruits, they draw the conclusion that the CPC should govern the country in scientific, democratic and law-based principles. Thus, it shows the direction of the reforming and improving and the achievement of the second breakthrough. With constant effort, the new government method of the new times is the combination of the Theory of Marxism and the condition of China. It comes out of the joint effort of all the communists around the world and the essence of other parties in power. With obvious Chinese characteristics, it tells us that the CPC will flow with the tide of trend of times, try the best to carry out the reform and innovation and pursuit lasting improvement. This is the main guideline. The CPC will govern the country on behalf of the Chinese people and depend on the Chinese people. That is the Final aim. The CPC will improve the quality of all its members to maintain its advanced characteristics. This is the strong basis for the excellent governance.The historical development of the governance method shows us that: holding up to the leadership of the CPC is the basic principle of improving the governance method. Governing in scientific, democratic and law-based ways is the basic aim of the innovation in governance method of the CPC. The key point of improving is focusing on the system construction. Government officials with high quality will guarantee the development and learning the experience of foreign countries will be an effective way of it.
