The Common Program of the Chinese People' s Political Consultative Conference (CPPCC), is a file of great importance in the history of the new China. It covers series of momentous decisions that establishing the basic structure and future direction of the new China, drawing an all-around and clear blueprint of the country construction. This dissertation is trying to review and discuss following topics: When and under what kind of background was the enacting of The Common Program brought forward? How was the enacting process going through? How had the important decisions and relevant systems it contains established? What difficult and complicated developing courses had they each experienced step by step? What are their significance for the start of the new China and the subsequent developing direction? How did the CPC put up the integration of the basic rule of Marxism and the actual situation of China, emancipating the mind, being practical and realistic, as well as correctly dealing with series of problems of politics, economics, military affairs, culture, nationalities and foreign affairs, under the historical condition of China, when leading the enacting of The Common Program?
