As the most active and the most long-term effective element of the world's productive forces, technological revolution played a key role in promoting the evolution of international relations. Dissemination of scientific and technological revolution in time and space on the non-continuity and non-equilibrium, and the technological revolution in the role of political economy at the time of the direction shown, and its evolution in the process of integrating with the internal laws, it can be observed that between productive forces and the relations of production specific and historical contradictions, as can be expected, falsifiable empirical objects of social science, even with our experience and perception of the way can create a contemporary form of international relations. The rise of contemporary multilateralism is one of the obvious effects in both features of the multiple international relation and the diversity and orientation of the technological revolution. This technological revolution in the methodology will be more as the level of production originated in the revolutionary transformation of society, and to multilateralism as a contemporary development of international relations has gradually been constructed, forming a growth concept. Lu in his creative "three principles" put forward only for the reader to open the way to a theoretical peak of multilateralism logical starting point, so that we can go beyond the horizon of the past system of pattern boundaries, interests and legitimacy from the foundation of origin, a much more deep-rooted in their quest. Purpose of writing this paper is that scientific and technological revolution in the specific and diverse social and political effects and historical path dependence and the variation of the theoretical framework of the node is integrated in the international system in transition, and the domestic social, political and economic agenda of diversity and the spillovers became two divergent logical dimensions, every effort will be placed on more solid practice multilateralism, and rich in times of social mode of production above the base, from the actual probability, probability and inevitability of unification should be the perspective of the contemporary form of multilateralism and interpretation of trends and prospects of vision. The thesis is divided into five chapters in its structural design. Chapter One discusses the social and political effectiveness of science and technology revolution, the formation mechanism, pathways and its international influence. This chapter first introduces the science and technology within their own meaning, and the logical relationship between that knowledge explosions, the rapid pace of social change today, the concept of the margin between the ambiguity of reality and the evolution of the synchronization in promoting economic and social development role of complementarities. On this basis, the paper from the sovereign powers of nature, form and elements of the era of change, transformation and pattern of changes in the international system, the current pattern of one superpower and several under the hegemonic order to support triple-level scientific and technological revolution in international politics effect of the proposition to start. Initially proposed in which social and political effects from the impact of international relations to the theory of outline, and from the technological revolution of the contemporary international order and multi-dimensional shape effect, the extract operation and hegemony "less side" conspiracy, Global Issues and Politics agenda, the legitimacy of the Construction of benign order to explore such key words and focus, for the below sets the stage for further argument. The second chapter centers on the concept of multilateralism and discusses the methodology of interpretation. Paper comparing the two Keohane and Ruggie pioneer research in the field of multilateralism obtained theoretical results, to Ruggie's "three principles" that as a reference on the current international relations and multilateralism different levels of system and policy practice made a similar type of understanding of continuous spectrum, and applies to multilateralism embryonic form goes back into history. Here, multilateralism was seen as a series of characteristic elements of the collection. All features are available and discounts are given without implementation is just a perfect ideal, and virtually any real situation in a "multilateral - less side - a unilateral," a point on a continuous lineage. Concept and history in the back after trying this chapter for the methodology behind the concept of multilateralism in the path of analysis, and that so far rely on multilateralism and the Institute of Social Sciences triple followed the path of basic research: rational choice, social norms and legitimacy of the construction, and the historical path of evolution and variation of effect node. In both cases, the technology revolution is not the same as the third chapter to pattern changes, the game mode conversion method directly on international politics, but rather to social and economic system and model for the media to the Government's Role and functions conferred as a means of indirectly acting on the field of international relations. The fifth chapter talks about that socio-economic level changes appeal spillover to the international space not only by the Council of public power but also likely to arise the power in parallel with the government's market power to the stage of international agenda. Technological revolution driven from the "wealth - power" track displacement relations point of view, an extension of the social dimension of the market mechanism and the growth of capital strength is always in its amazing vitality and creativity among the implied variation, out of control, disorderly hidden. Public power with the expansion of social power up, its norms for binding and channel has become the general law of historical development. In the information technology and globalization surging, overwhelming contemporary global space-time, in the new round of technological revolution excited by the rapid expansion of capital under the power of supervision in the absence of the necessary checks and balances and the case is already there to ease the risk of loss of control. Not subject to checks and balances of power and government power of capital, as the market mechanism will play with the transmission of price signals constitute suppression and distortion. And this in the "wealth - power" relationship imbalance, formed by anomie "governance black hole" in the distortion of the structural variation of the power not only to global information, credit and risk control flow and distribution and control of the world's riches and in increasing The contrast between extreme poverty, while expanding more on the global stability and order constitute the impact of cyclical fluctuations. Extreme poverty and riches of misunderstanding and hostility between despair and emptiness, hatred and arrogance, extremism and greed in the multi-channel outlet up to the global space, spread, from different levels and location multilateralism depends on a consensus basis and premise order challenge. The penetration of capital and power, with the variation, differentiation of the power of the global community, becomes so difficult to play the role in checking and balancing on the global multilateral governance construction in the ideal context of "new multilateralism".
