Located at the south-east of Arab Peninsula, the United Arab Emirates is advantaged because of its geographical position. The miracles it has created in its economic modernization process set a good example of Middle East modernization. Besides, the peculiarity of its federal system and the complicated relationships between the different emirates within the federation destined the process of modernization in the U.A.E more unique and complicated than other countries. China is a big energy consumer and importer; and to strengthen the cooperation with the U.A.E has important strategic meanings to its energy security. Therefore, a systemic study of the integrated modernization process of the U.A.E is of necessity and urgency in China.This dissertation emphasizes the study of the modernization process of the U.A.E from a historical perspective. On the basis of rich data and long term field trip in the U.A.E, this dissertation takes the methods of comprehensive research, such as historical, economic, sociological, political, religious studies etc, to reveal the characteristics and problems in the modernization process of this country and to forecast the development direction of its modernization.The first chapter analyzes the origin of the U.A.E's modernization. It starts with the background of the area at the initial stage of moderation in the U.A.E. The second and third chapters demonstrates the characteristics and problems of the economic modernization in depth and illustrates the "similarities and differences" of the modernization process among the 7 emirates. The fourth chapter studies political democratization. By analyzing both domestic and international conditions for the reform of political democratization and the evolution of the political system, it illustrates the relationships between the Islam and political democratization. It is pointed out that the Islam has the facility in self-adjusting with time and the emerging middle-class is a driving force for political democratization. The fifth chapter studies current situations and problems in the process of social modernization from the aspects of education, medical treatment, public health and urbanization process. The impacts of immigrant workers to traditional Islamic culture and negative impacts of high welfare policy to self-reliant capability are discussed in this chapter. The sixth chapter expounds the sustainable development issues in the U.A.E's modernization process. It is stated that the sustainable development of human recourses is the most difficult problem to tackle for the sustainable development of the U. A.E. The seventh chapter is a comparative study of the modernization paths between Dubai and Hong Kong and states an economic development model based on real estates, lack of supervision system and shortage of domestic human resources caused the defects of Dubai Model. The last part is the conclusion. It summarizes the problems and deficiencies in the U.A.E.'s modernization process, unveils the difficulties it faces in the process of modernization. The conclusion is that:there is still a long way to go before the U.A.E achieving the overall modernization.
