Research On The Problems And Countermeasures Of Government Responsibilities In The Construction Of Public Library

It is the main position for the government to guide the public to carry forward and develop the socialist core values,and its role in the public cultural service system is becoming increasingly prominent.Under the background of promoting the rule of law in an all-round way,the process of cultural legislation is accelerating,especially after the Public Library Law of the People's Republic of China came into effect on January 1,2018,which clarifies the legal responsibilities of governments at all levels for the construction of cultural facilities such as public libraries,how to perform their duties well,and how to improve the government's responsibility for public libraries in China.It is of great significance to the development of public cultural undertakings in China.This topic first discusses the topic background,domestic and international research present situation and research content,research method,elaborates this topic innovation and the practicality;unifies the new public service theory,the governance theory,rebuilds the government theory and so on the theory angle of view,carries on the elaboration to the government responsi bility,the cultural function,the public library construction and the development tendency and so on the related concept;through to the public library construction in the government responsibility localization and the constitution Taking Jiangsu Province as an example,this paper analyzes the current situation of the government's management mode and responsibility performance of public libraries,and discusses the problems existing in the process of government's responsibility performance in the construction of public libraries according to the reality of the government's responsibility performance of public libraries in Jiangsu.This paper puts forward some counte rmeasures for the government to fulfill its responsibilities in the construction of public libraries.
