Research On The "mutually Beneficial Symbiosis" Model Of Government Purchasing Library Public Services

With the growth of the country's economic level,the people's material living standards have also continuously improved,and the requirements for public cultural services have also increased.Public libraries,as an important part of the provision of public cultural services,undertake the important role of providing public cultural services to the public.In the traditional library public cultural supply,due to the rigid government management model,single system,and backward management concepts,it has become increasingly unable to meet the public's demands for public services.With the introduction of the market mechanism,the government began to encourage and guide social organizations to participate in the provision of public services in order to improve the quality and level of library public service supply,and actively explored new models of library public service supply.At present,many local governments have begun to adopt the method of government purchase to provide public services to the public through social organizations,and many of them have been quite successful.However,government purchases with the original intention of changing functions and improving the quality of public services often introduce new problems after the introduction of the market mechanism,the results are not as good as expected,and they are caught in the dilemma of purchase and performance.The supply of public services for government purchase of libraries is still in the initial stage of development.On the one hand,there is not much related theoretical research and the theoretical system is immature;The main players of each other play games,affecting efficiency.Based on this background,in order to explore the application effect of the government purchase model in the public service field of the library,the government purchase model of “mutually beneficial symbiosis” in G Street Library in Shanghai's Y District is used as a case study.The public library-related people have conducted in-depth research,analyzed their purchasing methods,competition models,operating plans,and supervision mechanisms,further explored the government's practice of purchasing library services,analyzed the interests of all subjects under this model,and used books Focusing on library theory,new public management theory,and governance theory,analyze the purchasing dilemma and performance dilemma of the non-mutually beneficial symbiosis purchasing model,and summarize thenecessity and advantages of purchasing library services under the government's mutually beneficial symbiosis model.The author puts forward reasonable countermeasures to resolve the predicament,and makes a beneficial exploration of the improvement and development of the public service purchase model of the library.
