The Council on Foreign Relations is the most long-standing think tank and the most influential think tank toward foreign policy in American history.If we forget about the Council on Foreign Relations, we would not have no ways to comprehend the cause and effect of American global foreign policy since more half a century and its approaching development trend. Through the painstaking examination, we can discover, almost all momentous foreign policies of America which were decided and formulated and carried out are inconveniently in touch with the Council on Foreign Relations.The focus of the paper is to study the Council on Foreign Relations of America, and expound its history and current situation, characteristic and function, and study its status, role, reason and effect in American foreign decision-making and foreign policy drawed up, and probe the patterns and means of affecting American diplomatic decision, and classify its cause America have the long prosperity and give play to important influence, and reveal the Council on Foreign Relations act upon the essence of American foreign policy.A Study on the Council on Foreign Relations belongs to the transdisciplinary study scope of American diplomatic history. It is based on the study of history, as a whole study on the knowings and research achievements about the Council on Foreign Relations of America, and during the classification and analysis, and integrate macroscopic civilized view with microcosmic single analysis. The writer comprehensively utilizes the principles and methods of international politics, international relations, history, diplomacy, and so on, and use research techniques of linguistics and statistics for reference at the same time. By means of some excellent accumulations, I hope to find the new problems and take sharp the new academic point of view on the basis of predecessor's research. I will do everything possible to make use of the newest research methods and excavate now available study material resources to the full, and make good use of abundant network resources and make a study upon the basic principles of original documents.The paper mainly focuses on the Council on Foreign Relations. It is divided into six parts, including introduction, four chapters and conclusion.The first of all six parts is introduction part, elaborating the elementary problems about a study on the Council on Foreign Relations, including a review of status quo of research at home and abroad, research contents, research significance, research theory and source, research innovation and defect.Part Two narrates and analyzes the history of the Council on Foreign Relations of America. It covers the rudiment and establishment of the Council on Foreign Relations, and expounds its historical evolution of the Council on Foreign Relations on the basis of time and great events about the Council.Part Three elucidates the basic structure and feature of the Council on Foreign Relations. It mostly studies its organizational framework, and eludicates its source of funds and the relationship between Foreign Affairs and the Council on Foreign Relations including general situation of Foreign Affairs, its effect on American foreign policy and strategic objective.Part Four analyzes the relationship between the elite politics and the Council on Foreign Relations.It includes the constituent and analysis about the important member of he Council on Foreign Relations and American high officials and important leaders who spoke in the Council on Foreign Relations, and eludicates the relationship between the main media of America and the Council on Foreign Relations, the elites and the Council on Foreign Relations.Part Five expounds the effects of American foreign policy decision from the Council on Foreign Relations.It has two sides, one is America involving in the clash and war of Southeast Asia, another is the relation normalization between china and America.Part Six elucidates the historical status of the Council on Foreign Relations and indicates the realistic significance of a study on the Council on Foreign Relations.
