This paper expounds the historical evolution of the contemporary Chinese national identity and international responsibility view, from the perspective of identity, using an analytic framework of national identity constructing the international responsibility, and then analyzes the current view of China's international responsibility, discusses the Chinese's position and its measures on two financial crises and global climate issues.The first chapter discusses the international responsibility from the perspectives of Chinese tradition and modern Western. There is responsibility view since ancient times in China. Traditional Chinese philosophical profoundly effects the China's world view and international responsibility view; But modern Western explain the responsibility mainly from the perspective of international law and politics. In the sense of international law, international responsibility arising from international obligations, In the sense of international political, this paper expounds the understanding of contemporary Western international relations theory on international responsibility, mainly including three schools of realism, liberalism, constructivism.The second chapter puts forward the theoretical framework. This paper analyzes the china's international responsibility conception from the perspective of national identity, discusses the relationship between international responsibility and national identity. National identity is the key variables, It can be defined both the nature of the country, such as the socialist countries, capitalist countries; and defined the country's development level, such as the developed and developing countries. The nature and the level of development of one country determine the object of its international responsibility, content and extent. Countries can have different identities, such as group identity, class identity, role identity, collective identity and so on, which is in a constant state of adjustment and changes. The premise of the international responsibility of the country is a properly positioning on national identityThe historical evolution is dissected of the contemporary Chinese international responsibility view in the third chapter. In the interactive process between China and the international community, China experienced four national identity, such as a new socialist country, the revolutionary socialist countries, the largest developing countries and a responsible big country. Each of national identity has different specific content of international responsibility and its effects. Before the reform and opening-up, it is mainly associated with war and revolution. While it is mainly related to peace and development after reform and opening-up. In view of the expression of international responsibility, before the reform and opening up it is the "internationalism", after the reform and opening up it is the "responsible big country."Chapter IV analyzes the formation, recognition and implementation of Chinese current international responsibility. First of all, explains the formation mechanism of China's international responsibility. National identity is the independent variable, and then the national interest, national power and national value judgments are intermediate variable, which are defined the international responsibilities. Second, discusses the self-defined and identity dilemma of China's international responsibility. Third, analyzes the implementation of international responsibility. China must pay attention to balance and coordinate, handle the relationship between different national identities, international obligations and domestic responsibility, the international responsibility and public goods. The focus of China's international responsibility is on the national responsibility and regional responsibility, the best way is multilateralism.Chapter V discusses the China's international responsibility in the two financial crisises. In the 97 Asian financial crisis, China has taken the responsibility as "an Asian regional big country". China has promised not to devalue the RMB, and assistance to Southeast Asian countries. In this crisis, china has improved and strengthened the relationship between China and Southeast Asian countries. In 2008 the global financial crisis, China has taken the responsibility as "a global developing country". China introduced economic stimulus plan in the country, internationally active participation in international financial cooperation, attended a series of important international financial meeting and put forward many constructive proposals and measures to promote the reform of international financial order.Chapter VI discusses China's climate policy and international responsibility. China has made a commitment to climate change as "a developing country". China reflects the opinions of developing countries in the international climate negotiations, adheres to the "common but differentiated responsibilities" principle.From the above analysis we can see, the international responsibility both are the international community's expectations and demands on China, but also are china's own needs in a new development stage. China should be in accordance with their national identity to determine the international responsibility. In the process of bearing its duty, China should be coordinate and balance the focus and implementation ways based on the common interests.
