Research on Campus Emergency Management (CEM) in Higher Education Institutions has been conducted along such a technical route as pre-emergency management→emergency management in process→post-emergency management. Meanwhile, comprehensive emergency management mode and comprehensive capability assessment system have been constructed through flexible management mode and comprehensive emergency management mode. The text is composed of five parts.(1) Theoretical basis and international references of CEM in higher education institutions.Based on the systematic research on international CEM, related theories such as emergency management and cognitive disorder, etc. have been introduced and analyzed. The definition of campus emergency incidents in Higher Education Institutions and its particular features have been given and extended.(2) The construction of Overall Emergency Management (OEM)in Higher Education Institutions.The issues on campus emergency management have been analyzed and OEM in higher education institutions has been proposed along with the "rigid and flexible" management mode and "five- item management" mode.(3) Operation mechanism of campus emergency management in Higher Education InstitutionOperation mechanism of emergency management system in Higher Education Institution consists of pre-emergency management, emergency management in process and post-emergency management.(4) Safeguard system of CEM in Higher Education InstitutionEfficiency and orderly operation on campus emergency management can be guaranteed by its safeguard system of six aspects.(5) Comprehensive Capability Assessment System(CCAS) and case studyEstablishment of Evaluation index system of CCAS in Higher Education Institutions and the corresponding evaluation index have been explained in details. After, calculation of evaluation index weight by AHP, CCAS model has been constructed further. Ultimately, an empirical analysis is conducted as for CCAS with the proposals.
