On The Research Of Public Security Emergency Management

The characteristics of emergency events consists of sudden,gathering,destructive,chaotic and unbalanced,which makes it difficult to deal with.The same is of unexpected incidents in colleges and universities.Once an unexpected incident occurs,it will not only affect the teaching order of colleges and universities and the security of teachers and students’ lives and property,but also have a certain social impact.Besides,it will directly affect the reputation and social image of schools.In recent years,public security emergencies in colleges and universities have become more and more diversified and frequent,which consist fights,property losses and other cases occasionally.The illegal and disciplinary activities,as well as the vicious personal injury events have caused widespread concern from the society,putting forward the new requirements for the public security management ability of colleges and universities.Especially for private colleges and universities,the occurrence of public security emergencies will bring a certain threat to their enrollment,and then affect the sustainable development of those colleges and universities.It can be seen that it is of huge significance to reinforcement the research of this field and improve the level of Public Security Emergency Management in colleges and universities.This paper takes Yunnan Private colleges and universities as the research object,public security emergency management as the theme,applying literature analysis,field research,case study,face-to face interview,questionnaire and other research methods,on the foundation of introducing the current situation of public security emergency management in Yunnan private colleges and universities.By analyzing the problems and causes of Public Security Emergency Management in private colleges and universities in Yunnan Province,putting forward the countermeasures for those kinds of institutes in Yunnan Province.The first part of this the essay is introduction,introducing the main research contents.The second part is the research background and the definition.The third part is the current circumstance and existing problems of public security emergency management in Yunnan private colleges and universities,introducing the measures and effects which have been conducted in those kind of institutes and analyzes the existing problems.The fourth part is about the causes of the problems in the public security emergency management among those kinds of institutes.The fifth part is the countermeasures for the public security emergency management in private colleges and universities in Yunnan province.The sixth part is the conclusion and prospect,concluding the whole paper and foreseeing the next procedure.Throughout the study,this thesis points out that there are some problems in the public security emergency management of private colleges and universities in Yunnan,such as early warning stage,disposal stage,and the recovery stage.The reasons for these problems include not only from the government and social factors,but also in the school level,as well as from the students’ factors.In the view of the existing problems and causes of the public security emergency management in private colleges and universities,we can improve it from the aspects of strengthening the emergency guidance and supervision functions of the government and relevant departments,innovating the early warning mechanism,building the psychological guidance and intervention mechanism of students,and establishing a diversified public security emergency management system.
