The evaluation system of students'educational achievement has changed deeply since the implementation of new curriculum, especially the change of an extremely concerned issue——evaluation of NMET(National Matriculation Entrance Test). As a tool of evaluation, the development of items in NMET has a direct effect on the result, therefore, it is an urgent problem in NMET under new curriculum to ensure the scientificalness and rationality of questions-setting, which is a very technical and professional process.Geography is a compulsory subject in the new curriculum system, and is the only subject related to both liberal arts and science, it have the characteristics of both fields. As a result, a technical and systematic study in NMET for geography is necessary during the reform of NMET.By the analysis of Target taxonomy respectively based on behavioral psychology, cognitive psychology and constructivism, this research compared the knowledge of modern psychology and the new curriculum reform of China's geographic framework of curriculum objectives and construct the measurement framework of new curriculum examination system for geography.The three core issues of new curriculum examination system for geography are: what to measure, how to measure, how to quantize the result(which means how to grade).The standard new curriculum examination is composed by goal, background materials and questions-setting.The establishment of the objectives of new curriculum examination system for geography is to based on the objectives of new curriculum's standard.By comparison with the authority lists of ACT,SAT,NEAP in America, we creat a specification list for new curriculum examination system for geography, which mainly contents measuring target, behavioral objective and the content, structure, form of the items. An detailed analysis of the process, main idea and detailed example of this design is given in this research, which can be used directly as a guidance for items development.The background is seriously chosen in the process for new curriculum geography. Reasons, factors and origin of the background for new curriculum NMET is described.How to measure, it is need study the type of items for new curriculum NMET.Objective questions can be checked by optical mark reader or other machines, subjective questions need to be judged manually by teachers, subjective judgement for the answers and evaluations is involved in this case. The main characters and measuring functions, technics and demands, and quality examination ways are expounded.Open questions for geography are needed for the measurement of learner's analysis, evaluation and creation of strategic knowledge in the dimension of cognition process of new curriculum geography. Aimed at its features, basic methods for setting geography's open questions are proposed. Objectivity and impartiality in the process of open questions reviewing is the key what makes it a part of NMET. This research mainly introduce two quality judge method, the SOLO classification evaluation and the PTA scale method.With the development of the reformation on the new curriculum, the study on the items development system in geography NMET will be more professional and scientific.
