In China examination is something which teachers, students and parents focus on. With the mathematical curriculum reformation of obligatory education advancing, groups of students using new teaching materials will be confronted with graduation. Thus, there will be a realistic problem facing those researchers. The problem is how to create items in accord with basic concepts of new curriculum so as to reflect and assess students' learning status objectively in mathematics, especially, to which extent student has achieved the stated curriculum objectives. This has become a problem that is in the most urgent situation; furthermore what can be predicted is that the solution of this problem will be in need of much initial work.This paper reviews the traditional principles of creating items, reexplains these principles by combining them with analysis of recent mathematical test items, and come up with some personal opinions. According to the concepts of new curriculum, this paper also employs concrete examples to illustrate how to realize fundamental principle, realistic principle and fair principle in the process of creating items.Combining theory with practice prominently is one of my paper's characters. Besides introducing the existed methods ofcreating items, this paper advances not only my own opinions on how to assess the processive objectives mentioned in the Curriculum Standards, as is a novel and challenging problem, but also new thoughts on designing items in the form of example. Through we attempting to train the teachers on creating items, practice indicates that strategy of creating items mentioned in this paper can widen teachers' thought effectively, giving people who creat items profound illumination.
