The Chinese government has put forward the policy of bringing compulsory education in the range of financial security and building basic public education service system that covered urban-rural areas, to achieve the equalization of basic public education services and reduce regional disparities. To build a rational and effective financial system of compulsory education to ensure the realization of this goal, there are still many problems need to be studied. From the research perspective of compulsory finance mode, this dissertation studies the different development stages of compulsory education and the formation factors, aiming at promoting establishing a more scientific and complete financial system of China's compulsory education, to make sure the financial input would better contribute to development goals of compulsory education in China.Based on the comparison of the policies of compulsory financial investment, financial management and transfer payment of different countries, this dissertation summaries the basic properties and trends of foreign compulsory education investment, financial management and transfer payments, and divides the allocation of financial resource for compulsory education into four steps, as local-dominated step, horizontal fair allocation step, vertical fair allocation step and demand allocation step. Different steps have different finance mode selection. Meanwhile, the selection of finance mode is fundamentally determined by the political, economic, historical and cultural situations of a specific country.This dissertation analyzes the relations among various elements of educational equity, educational efficiency and educational finance modes from the two dimensions of equity and efficiency. The exist conditions of the finance modes are analyzed and effective financial modes in the stages of Compulsory education are filtered. This dissertation also construct and classify the effective finance modes adapted to different period and different finance systems. The rank of different modes is also given. The concept of education development indifference curve is proposed, the exist conditions and implication of the curve are discussed. The characteristics of the curve are studied. It is believed the curve is a capable tool in analyzing issues of education development and finance mode selection. In this dissertation, the existing finance modes of China's compulsory education are studied and the problems and their causes of finance modes from the perspective are analyzed. Using indifference curve, the direction of the development of the finance modes is also studied. And the adaptive finance modes for different developing periods are determined. Financial fairness standard and the calculation method for transfer payment of compulsory education in nowadays China are constructed. An empirical analysis based on the realities of Hubei province is also proposed.
