To change some of those factors needs a long etc. They are important, but the system is the most important factor.For part two. By comparing with the foreign countries, such the T TSA and Japan ,todiscuss how did the foreign countries deal with such kind of distance and what we canlearn from their experiences.For part three. First it points out the importance of setting up the financial transfer system in education. Second, it points out that to setup this system, we should take the following principles: l)To encourage the local government to collect taxes and control the cost; 2)It should be objecive; and steadiness. 3)Set up a perfect supervise and evaluation system to make sure the performance of putting the requirements into practice: 4)progress setup by setup.
