This research was put forward based on the following backgrounds: the 16th National Congress of Communist Party of China proposes building a well-off society which benefit 1,300 million people, the most strenuous, arduous task is in the countryside; the main disparity of educational reform and development is in the countryside too; more than 80% of the primary schools and 64% of the junior middle school in our country are set up in countryside. Disparity of compulsory education between area, town and country, province border and county border in one province gets heavier. Rural compulsory education faces the serious difficulty in our country; the outstanding problem that the fund input is insufficient influences rural educational development of our country. However, the transfer payment fund of rural compulsory education was abused, peculated and fund efficiency to balance regional financial resources, develop the compulsory education is low. Existing transfer mean of payment lacks comparatively rational distribution standard and operating mechanism, so it is very difficult to play its due role in planning as a whole in urban and rural areas, improving the public goods and services in all parts to melt equally. The setting-up of a set of normal, perfect rural compulsory education transfer payment system is particularly urgent and important.This paper uses theory and realistic analysis, qualitative and quantitative analysis, overall with typical case analysis, comparison and the method of combining with mathematics and physics statistical analysis to study the transfer payment fund effect of the rural compulsory education in our country, investment responsibility of principle part is shared, through comparing experiences with international rural compulsory education transfer payment, the transfer payment system frame of rural compulsory education of our country is structured. Then the amount of transfer payment of compulsory education is calculated to use model simulation for central government to provincial government and the provincial government to county level; finally the policy recommendations of perfecting rural compulsory education transfer payment is put forward.The basic conclusions are as followed: the existing rural compulsory education financial system can not solve the problem that education funds are insufficient in total amount in the countryside; reform of fee to tax makes multi-channel investment structure lose the legal foundation in fact; disparity of compulsory education between the region, the urban and rural areas, province border and county border in one province is relatively heavy. By useing three provincial survey data and materials from two aspects of finance devotion and financial performance, it is found that implementing effect of transfer payment of rural compulsory education is unsatisfactory, and no matter general transfer payment, or special transfer payment doesn't have good full to play its equal opportunity to take function of compulsory education; and the design of the system is has possibility that makes compulsory education disparity expand further. One of the design objects of the rural compulsory education transfer payment system adaptable for building a well-off society in an all-round way andsuitable for rural development is to give attention to the total amount increasing and justice, strengthen the provincial government's investment responsibility, make every eifort to realize the equal opportunity of compulsory education. By comparison with rural compulsory education transfer payment of international development countries it is discovered that their practices are worth the references, and the theory frame of transfer payment should contain its goal, function, principle, subject responsibility to divide; practice model should contain establishing model and calculating scale; system safeguard should involve its supervision mechanism, legal security mechanism and management system of the fund.The characteristic of this paper innovations lies in: first, use survey materials of...
