Megalopolis is always coupled with university clusters. Generally, megalopolis is the engine of comprehensive national strength while University Clusters of Megalopolis (UCM) is the main of national tertiary education. UCM is playing an important role in megalopolis increasing its "soft, hard and smart" strength in the era of the strong development of non-resource economic. It is an important and irreplaceable national strategic resource value of UCM to provide the megalopolis with its core competition ability in innovative and gathering-spillover development. With such a vast territory and more megalopolis, integrated development of urban area is actively changing China's economic, cultural, technological, educational and other social factor map and becoming a new mode of development of our national economy in the context of"the strategy of subject functional areas". Obviously, megalopolis is the science, technology and human resources center of"the subject functional areas". Thus strengthening UCMs is particularly necessary. To build China into a stronger national human resources and innovation-oriented country, "China Long-term Education Reform and Development Plan (2010-2020)," has clearly put forward the strategic objectives of building a powerful state of higher education. However, for the construction of national stronger higher education, what is the most powerful starting point for this meaningful work? Stronger UCM, Of course, is a pragmatic and important path which can be chosen. Moreover, strengthening UCMS is also beneficial to China use of UCMs and megalopolises multi-polar gathering-spillover effects, radiating and driving the country jointly developing. This is a geopolitical pattern to speed up to narrow the gap between eastern and Midwest. Furthermore, strengthening UCMs would help to break China?s higher Education of provinces "separatism development" situation, enable the integration of UCM?s higher education resources, and improve megalopolises and UCMs advantageous quality of development, so as to make China's megalopolises and UCMs have a stronger technological and tertiary education competitiveness, which is particularly important for China's megalopolises and UCMs spring up in the 21st century.Generally, UCM consists of the core circle, radiation circle and scattering circle. To strengthen UCMs first needs to shift a UCM from the natural collection shape into a form of organized community. On the one hand, megalopolis? universities and colleges lie in the same region, with the same culture and the same historical background, consequently the universities and colleges of the UCM have inherent geographical and cultural identity and mutual recognition, with a certain geographical cohesion; on the other hand, megalopolis? universities and colleges need the government, megalopolis? elite, universities and the other social institutions to cooperate and synergize. The organization forms of the UCM are diverse, and can be divided into official, semi-official and unofficial. These forms of organization are usually combined in an UCM. UCM?s organizations would contribute to policy implementation and administration. In turn, UCM?s development policy will further promote the building of the UCM?s organization.Almost all UCM run with characteristics of the systematic, multi-mission development, functional asymptotically matching, resource-intensive mobility, spatial overflow gradually decay and the common interests. These six characteristics show that any UCM development shoulders national and international mission, megalopolis? local mission and the university or college individual development, however this "four missions" in a different university or college may demonstrate the ability at different levels. UCM must work hard to promote its four missions harmonious and scientific development which is UCM?S strategic aim of this policy. The UCM?s higher education resource flows with the inner circulatory system and internal-external circulatory system. Inner circulatory system is closely associated with the UCM?s mission of megalopolis local development and, inter-external circulatory system is closely associated with the individual development of the university or college.Six characteristics reveal that UCM needs to use developmental policies of UCM?s function and megalopolis? function to match, interactive, open and development as one-city. UCM?s function-matching development mainly reflects in the function?s 3-loop match. The key of UCM?s interactive development is to promote rapid flow of higher education resources between universities, colleges and megalopolis?s social institutions. Development as one-city aims to promote inter-provincial universities homogeneous development. Opening development aims to promote UCM competition and cooperation in globalization and information environment.In a word, UCM needs "four-dimensional spiral policy " giving impetus to "the four harmonious development of the mission", this is the UCM?s"4+4"general framework of development policy. This framework has general systemic characteristics of meta-policies, and it is also an assembling policy, which would have some reference value for those people who will make or revise UCM?s development policy.
