The party’s eighteen Third Plenary Session proposed to "innovate socialgovernance methods, stimulate the vitality of social grassroots organizations,create effective methods for prevention and diffusion of social problems." In order toreverse and better the current social situation, analysis of ways to improve socialgovernance mode as well as how to stimulate the vitality of social organizations,has become an important issue for the party and the people.The governance methods of “Life of Harmony” is in one of many answers tothis question. Starting from2008, Sheri Liao, founder of the Beijing GlobalVillage has led teams in Sichuan Pengzhou, Chongqing Wuxi, Chongqing southbank, Hunan Changsha, and Zhejiang Shengsi, working closely with the localparty committee and the government, to explore an experimental model in itsrespective components. She has forming a concept of governance in the “Life ofHarmony” model of operation, exploring a feasible path to improve socialgovernance modeSheri Liao uses the ideas of Liang Shu-Ming, FeiXiaoTong, as well as thetheories of Peking University professor Pan Wei, to implement more than a decadeof rural construction research and development. She believes that at the heart of theChinese "rural disease" is an imbalanced governance structure that relates to thedisintegration of naturally developed community organizations. Therefore ruralsocial governance, starts from the reconstruction of natural rural communityorganizations. Then, what exactly is the theoretical model of governance created bySheri Liao and her team along with grassroots party committees and the localgovernment? According to the original source in the “Life of Harmony” homeconstruction and training data, it is five words:1) the organizational structure of"one body two wings", namely, a “social services” model based upon a socialwork station platform, a “social governance” model based on natural communityorganizations, a “grass-roots democratic negotiation” model based upon a platformof association.2) a path of shared responsibility divided by three branches;3) thecommunity foundation as a platform and an entry point for reform and mutualbenefit;4) urban and rural work together for mutual help and support5) the education and guidance the public organization in order to improve the quality ofsocial governance.I had the honor of Sheri Liao’s generous authorization and guidance many timesand had the honor of consulting the musings of Professor Pan Wei who obtainedmany fruitful results and outstanding contributions in Wuxi “Life of Harmony”research. Finally combined with my experience in “Life of Harmony” ChongqingSouth Bank branch of Beijing Global Village and with the help of social workers andvillagers I was able to write this paper.In this paper, I use the governance of the “Life of Harmony” project as a caseanalysis, examining the Life of Harmony governance mode, focusing onreconstruction of community organization. The first chapter, through the problemanalysis, finds and summarizes problems existing in China’s rural society.The second chapter, through the historical analysis, analyzes thecharacteristics of different periods in the history of social governance structure, andproposes the “Life of Harmony as an answer”.The third chapter, mainly through case analysis, further analyzes the functionof the governance structures as a whole.Then the fourth chapter, based on the comparative analysis, comparingChinese and foreign, ancient and modern, analyzes the innovations of “Life ofHarmony” governance from the comparative differences, in order to evaluate itsperformance and the rationality of its heritage.Finally the fifth chapter, through analyzing “Life of Harmony’s” feasibility andareas of insufficiency, illustrates its practical value.
