It is a vital means to improve the comprehensive strength of a country by attaching importance to education, especially higher education. This paper makes deep study on higher education investment based on a dialectical method and the systematic theory while analyzing and unearthing data and references according to relating theories.Chapter One, Preface. This chapter illuminates the purpose and context of the dissertation from both theory and reality; the contents embrace the introduction to the current research in this field both home and abroad, put forth the key issues to be resolved, clear cut the techniques and approaches to the study. In consequence, a research frame is constructed and fundament is based for the coming chapters.Chapter Two, An Overview of Relating Theories. This thesis analyzes and elaborates capital theory of human resources, theory of systematic resources as well as the theory on the relationship between higher education and economic development.Chapter Three, Study on Higher Education Resource Investment and its benefits.Firstly, the chapter analyzes how human resources, systematic resources and technological resources affect the economic growth by expounding progressively the conception, the categories and the features of resources, education resources and higher education resources. Secondly, the chapter also defines conceptions of the higher education resource investment and its profits; analyzes how to categorize and characterize the conceptions; studies the mechanism created by the higher education resource investment.The primary achievement of this chapter is as follows: 1. It redefines the conception of resource from a view of human development by inducing and summarizing various conceptions given by the predecessors and starting the study from when our ancestors initially implied it a meaning. That is, resource is the prime element to maintain human social development. 2. A conclusion is drawn that human resource is an integration of physical strength resource and intelligence resource based on the study from the prospective of how to categorize the resources. Physical strength, namely, labor resource, is defined as tangible resources while intelligence resource belongs to intangible resources. Human resources are characterized differently from all the other types covering both tangible and intangible. It is indivisible as integration. 3. This thesis conducts this research based on previous achievements as follows: classical inference drawn by Mr. Smith in disclosing the human essential property (human being possesses the properties of economics and morality); the definition to the conception of resources; the conception of human resources; the inference on subjective initiatives put forward by Karl Marx; from the above mentioned aspects, we can infer that human resources a property of economics, morality and intelligence. In accordance with the above, a significant conclusion comes out as follows: Technological resources are closely relating to systematic resources'generating and human resources; human resource is both object and subject in resources allocation; economic growth is an accumulation when many times of resources allocation reaches an increase in value. This conclusion proves that human resources play an important role in economic growth and social development. 4. According to the above mentioned conclusion and how higher education functions in the activities of fostering talents, scientific research and social services, this thesis demonstrates the important role higher education plays in the sustainable social development. A theoretical model of interactive mechanism is constructed between higher education investment and economics development; a study is carried on the mechanism how higher education investment produces profits; herein, a further study is conducted respectively on economic profits and social profits, inner and extra productivities, micro and macro benefits that higher education investment can make; finally, an inference is drawn that the productivities of higher education investment plays an important role in positive interaction between market mechanism and adjustment policy.Chapter Four,Study on Evaluation Index and Model of Higher Education Resources Investment Benefits.An evaluation index and model are respectively is built based on the analysis about the similarities and differences between micro benefit and macro benefit that higher education investment produces.Primary study achievements of this chapter: 1. A micro productivity evaluation model is built for higher education resources investment. An improvement the original DEA efficiency evaluation model is made to embrace quantitative and qualitative connotations, namely, background featured benefit evaluation model and its advantages are as follows: it takes into consideration each decision-making unit background; a solution is created to resolve how to quantify the output quality, thus to convert characterization into quantum which is not only objectively fair and remains the advantages, but reasonable and makes up for the supplement to widen its application. 2. A macro benefit evaluation SD model is established for higher education resources investment.Chapter Five, Higher Education Investment Benefit Evaluation.Firstly, a demonstration analysis of micro benefit evaluation of higher education is carried on by taking a university in Jilin province as an example aiming at introducing an improved DEA evaluation approach. Secondly, to evaluate macro benefit of higher education with SD model and then predict the attribution that current higher education resources made to economics and the society.Primary study achievements of this chapter: 1. The achievement that lies in the aspect of the micro benefits of higher education resources investment to improve DEA model. More information on quality and management is obtained by observing the alteration in the sequence of numerical value, efficiency index and featured background benefit index. And then we can find what exactly affects the micro benefits of higher education resources investment. Consequently an improvement proposal is put to make the evaluation more practical and convincing as a referent value. Finally, the efficiency, applicability and feasibility get testified in the application of evaluation. 2. The achievement that lies in macro economics benefits for higher education resources investment. As SD model displays, in recent years, the rate that the nation contributes to the higher education investment is fairly low and it is weak in promote the growth of GDP. The above mentioned are brought about by short investment in previous higher education. It is primarily because the rate of contribution can not be altered in a short time, but a long way to go. In addition, an approach is employed to evaluate the higher education resources investment benefits in Beijing, Jilin and Sichuan and find the absolute gap is big in these three regions, but the investment results are not that big. The discovery shows that the pattern to run a university and the structures of disciplines are similar in the above regions. 3. The achievement that lies in macro comprehensive benefit evaluation on higher education resources investment. Firstly, obvious alteration does not occur in the national inner efficiency for higher education resources investment which shows that if the model of how to run and manage higher education remain unchanged, major alteration will not take place in the efficiency how to utilize higher education resources investment. An improvement must be made in the inner higher education to ensure the efficiency on how to utilize the higher education resources. Secondly, the extra benefit that our higher education resources investment makes, namely the promotion the higher education made in economics and the society, almost all results in the increase in higher education resources investment which is a denotative model.Chapter Six, Analysis of Current Situation on Higher Education Resources Investment. Current gross investment in higher education resources is insufficient and the efficiency for inner higher education system to utilize the resources is low are found to be solved. In addition, the disciplinary structures are not properly set up, and the ratio of faculty staff and the number of students are out of proportion.Chapter Seven, Countermeasure Study on How to Promote the Benefit of Higher Education Resources Investment. This chapter primarily expounds the principles to promote the benefits of our national higher education resources investment. Countermeasure and proposal are put to promote the benefit.Chapter Eight, Conclusion and Prospect. This chapter is a summary of the whole thesis which elaborates major conclusion and puts forward significant initiatives with prospects for further study based on insufficiency of this thesis.
