Basketball is one of the most favorite sports among the spectators in Hong Kong. Despite the early development of basketball sports, the resulting standard of it is far from desirable. While there are many factors behind this, the development of sports talents turns out to be one of the most important factors.There has been scanty research on basketball athlete's development in Hong Kong. The stagnancy of the research is hindering Hong Kong from increasing the standard of Basketball sports, exploring different related scientific research interests and more importantly, devising a scientific development plan. Also, the current basketball scene creates a strong mismatch in the rising expectations of the Hong Kong publics and Hong Kong as a international city.This dissertation will mainly analyze and dissect the basketball talents development in Hong Kong in terms of its early historical background and the related existing sports policies from the perspective of development and innovation. It is aimed at depicting the general features and trends of the basketball talents development in Hong Kong. Tapping into the well-developed mainland China sport talent development scheme and the iconic American model, the research focuses on laying down the ground rules and strategies for our future sports talents development in Hong Kong in the result of bridging the gap between the theory and practice of this field in Hong Kong.The research adopts the following methodologies:literature review, expert interview, survey, and questionnaire and logic analysis. From the four different perspectives, it boils down into the following conclusion:1. The Basketball Talents Development (BTD) in Hong Kong can be divided into Pre-development Stage and Post-development Stage. Pre-development Stage can further be split into three periods:Germination Period, Natural Development Period and Planning Period.2. Pre-development Stage, which includes the emergence of talents and the constitution of the sports policy, is subject to the colonial influence in terms of the confines of political, economic and cultural circumstances. Pre-development Stage characterizes the plurality of Non-Government Organizations, the scarcity of resources, political-orientedness and the absence of system.3. Post-development Stage, when comparing with Pre-development Stage, has improved the size of talent reserve, the ability to nurture talents, the awareness of being government-centered and other related sport policies. However, there is still room for improvement in the coordination of the pluralistic talents management, the transition between training and gaming system. Besides, the fact that talent development lacks the scope and scheme of systemic planning, limits the Post-development Stage.4. To ensure a sustainable development of BTDS in Hong Kong, the Hong Kong government should provide corresponding supports in sports policy, increase the social reception of sports development in Hong Kong and provide initiatives for in-depth study on the BTD model and sport policy development. Other suggestions include the improvement in related management strategies, strengthening the BTDS and learning from the BTD experience of mainland China and the NBA.Suggestions:1. The steady progress of BTDS in Hong Kong is a pre-requite for a prosperous and stable Hong Kong society. The stagnancy of competitive basketball standard has alerted the related party in the government. Political tilting and an effective management re-organization would be an impetus for a long-term BTD.2. It is suggested to increase research in the mid and long-term planning of the BTDS so as to improving the efficiency of organization such as Basketball Association, Olympic Association and Hong Kong Institute of Sports. Through a better transition between training and competition, it should be hopeful that there would a well-organized BTDS in Hong Kong.3. Re-focusing on the BTD through researching and implementing the "gap-filling" and "exporting" policy so as to gradually build up a BTD network.
