The majority of Higher education instit[Jtes in the futore will be in thedi1emma about how to make balance betWeen academic pursuing and matating infiuence. This isa valuable program for higher education researchers all over the world.This thesis tries to answer three questions: FirstIy, Why the policy-making of highereducation in China should pay much more attentions to no-public expenditure? Secondly, How todevelop the funding pattem panicularly depend much more on no-public exPenditUre to keep wellrunning of higher education institUtes during China transfOrm illto market-oriellted economic?Thirdly, Making analysis on some issues which will be very importan for mass higher educationdeveloping in China in the coming years, Such as the nature of higher education as public gOodsor privatC goods, how to recognized the educational equality issue when markt force influencetaken place in this field, how to cope with the relationship among public sector. privatC sectOr andno-profit sector? On the bases of overall analysis about these issues will be helpful for speeding upthe higher education development in the millerinium.By ways of litCrthee reviewing. history trating. comparaive stUdy as well as the casestudy. theory analyzing and so on, this thesis goes on StCp by step with five pans. The first pan isabout the changes of funding pattem for higher education during the 20th century. The second partexPlores the development of no-public exPenditUre on higher education in some developedcountries. The third part is the case study of fami1y exPenditUre and enterprise expenditure oneducation in Shanghai over the last l0 years, describes the arising and grown up of no-publicexPenditure on higher education in China. The fourth part analysis the key issues about thefunction of no-public eXPenditUre fOr funding of higher education and aboUt the future of no-public exPenditure. The fifth part gives some suggestions on the regulations for taking theadvanages of market force infiuence in higher education system. The investigations both on thefamily exPenditure and enterprise exPenditure in Shanghai make the first try of the case study inChina.The main conclusions of the thesis are as following. Firstly, The market force will influencehigher education in all kinds of welfare State of countries, but the responses on the infiuence aredefer from couniry to counny because of the divergence in their political system as well ascultural history Secondly, The government funding still plays the greatest role in funding highereducation, bUt no-public fUnding is also playing more and more imPofha role at the same time.It's the esselltial condition for mass higher education development. Public fUnding with no-publicfunding as a whole force wil1 reshaPe the higher educaton in the 2l st century...
