Our country is in a turning phase from the planned economy system to the marketing economy system. This socially construction change obviously will destroy the old interest patterns and interests relationships and make the social interests reconstructed according to the new regulations. The interest division is in the process of interests regulation, which will evidently leads to overwhelming interests contradiction and conflicts. Generally speaking, the interests contradiction and conflicts in the field of education are manifested between the special and the common, between the long-length and short-length, between the powerful and the weak, and between the interests and non-interests.Educational decision-making is for the government to regulate sophisticated interest relationship and authoritatively distribute public interests in society by considering different subjects' interests. Therefore, the educational decision-making mode of interest expression and integration is an important theoretical part of educational decision research.As a theoretical form, educational decision-making mode develops slowly retrospecting the contradiction in the field of education. The educational decision-making modes in different phases in different countries will all stand for certain interests and service their interests regulations both consciously and unconsciously. The arguments between different educational decision-making modes actually reflect the interests contradiction and conflicts in the ideology and theory field of education, which the arguments often focus on the understanding of its nature. So, my study begins with the understanding of the nature of educational decision-making modes. By doing so, we can understand educational decision-making modes well, and construct a paradigm of educational decision-making modes which are suitable for the reform and development of our educational policy.The first part studies the nature of educational decision-making modes. Educational decision-making is one kind of practice activities of educational policy, so the understanding of the nature of educational decision-making modes should be based on the understanding of the nature of educational policy, The nature of educational policy is explored according to the theory of value philosophy, which regards the nature of educational policy as political behaviors and measures about education interests expressions and integration; after that, the nature of educational decision-making is dealt with, which regards educational decision as the process of expressions and integration of educational interests. The nature of educational decision is the modes of expressing and integrating interests.The second part studies different types of educational decision modes. Based on the method ofsystem analysis, the study focuses on the analysis of educational decision-making modes by classifying the process of educational decision-making into three paradigm: input and support; operation and coordination, output and feedback. In the paradigm of input and support, the modes of elite, group, institution and system have been analyzed on the dimension of subject formation; the modes of individul benefit-oriented, group benefit-oriented and public benefit-oriented have also analyzed considering the dimension of interests tendency. As far as the paradigm of operation and coordination are concerned, the rational mode, incremental mode and mixed mode are dealt with on the dimension of objective achievement; political mode, enlightenment mode and interactive mode have been approached regarding problems involvement; And dominant mode and participation mode have been discussed concerning proposal judgment. In the paradigm of output and feedback, the analyses of legitimacy mode and rationality mode have been made on the dimension of quality judgment, which ideal-ruled, administration-ruled and institution-ruled ones have been also analyzed on the dimension of quality assurance.
